As you mentioned, it happened earlier this afternoon and it quickly became a major traffic headache on North Avenue. We're told by the fire department an estimated 300 gallons of fuel oil spilled from a truck that picked up the oil from a lot at North and Greenmount. The truck then proceeded to travel westbound North Avenue, spilling oil all over the highway. So, a lot of traffic trying to get over to the east side or the west side. Haven't been able to get there. I was like, I sneak in away from work to do something really quick, and I've been here for almost an hour. Yeah, I'm more than like, what's going on? And Richard, we're back live here at North and Maryland, and you can probably see some of the sand that was spread by city trucks this afternoon to stop the slipping and sliding. Police had blocked off a number of intersections along North Avenue from all the way from North and Greenmount to. Here at North and Maryland, in fact, even down to Howard Street. Thankfully, it looks like the situation has been cleaned up now, and, traffic is moving, about as well as can be expected for the afternoon rush hour. Rich, that's the very latest. Expect some minor slowing up till about Falls Road, and then past the Cold Spring Lane and up toward Northern Parkway. You're pretty much clear. The sun did shine for a little bit, which caused some backups on that outer loop thanks to some sun glare through Parkville and Towson west side. Always a bit of a bear as you make your way between 70 and 95. At this point. It's not doing too bad though, and we're looking okay at the tunnels up to about a five minute wait north and south, bound to both the Fort McHenry and the harbor. Sally, back to you, Matt. Thanks a lot. Senator Larry Young is expected to talk publicly tonight about the Ethics Committee recommendation to expel him today. He wasn't talking officially, though he did address the situation this morning on Wlb radio. Senator young said he believes the committee's report is inaccurate. So when you read the 22 pages for contradictions and we want to we're going to share that with the family. Tonight. We have team coverage of the young controversy. Suzanne Collins is live in Annapolis, where legislators are taking both sides, and Pat Warren is live from West Baltimore, where a town meeting will get underway shortly. Because if you're going to go in here, he's just out to make more money, it seems like, and serving on these committees. And that's not right. From the shopping malls to the streets of the city, state Senator Larry Young is the talk of Baltimore. And although it was difficult to find whites who support young African Americans are definitely divided on the issue, I don't think they had enough time to investigate what was really going on. From what I understand, it was like when they landed, one of them was in hurry up this investigation. I don't I don't think that was fair. His biggest mistake to me was when he had the money from his college. I think that was the biggest thing. I think that was wrong. I think he shouldn't have done that, but I don't think he should have been stripped completely of his, being a congressman, I think even state senator. Hey, Senate. I'm sorry. Yeah, I think he was red rather than it should be balanced with black or white. That's not the issue. We feel if you wrong, you're wrong. You're right, you're right, and you feel that justice should be served. I think you get the wrong idea because, you know, he tried to help. Oh. Both embezzlement. You can't say he didn't know. They could need more time. Not if the man's guilty. He always been hung by the sun. Do you think he should be expelled from the Senate? If they say what he's done is true, which I'm not sure we know yet. Yes. He should be removed. If Senator Yang does not step down beforehand, the full Senate could vote him out sometime next week. The General Assembly opens its 1998 session tomorrow. Lawmakers are arriving in the state Capitol right now, with the prospect of Senator Larry Young's possible expulsion on their minds. As always, state House reporter Suzanne Collins will bring us the latest on the session. Suzanne is standing by live right now in Annapolis. Suzanne, how are the lawmakers reacting to the report on Senator Yang? Well, they're talking about it a lot today, Sally. And it's widely believed that after last night's unanimous vote by the Senate leadership, an informal vote to accept those recommendations by the committee, the ethics committee, that we will very soon see either young resign or, in fact, a vote that everyone believes will pass to expel Larry Young. There's been a lot of talk about sorrow for him as a human being down here. There's been talk of disagreement about whether the committee went too far, especially in calling for expulsion. But it seems many people want to put the young thing behind them quickly and get on with the lawmaking process.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136446/file/253037#t=500.84,594.73"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136446/file/253037/transcript/71334/annotation/7","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"I just felt that the the errors of judgment and the actions were sufficiently serious, to require or to, advise the Senate to address the question, of expulsion. I just think that's too severe. And I think that if they perhaps censure him or remove his chairmanships, that would be sufficient. It's very sad. I mean, you hate to see someone fall. And he really has a lot of skills and a lot of talents. But I think if you read that report with some understanding of what the law is or what the rules are, he really made a lot of bad judgments, a lot of bad judgments over a long period of time. For the most part, lawmakers felt young, made mistakes ethically, and punishment was in order. But a few feel a vote to expel him from the Senate goes too far. The two black members of the ethics committee had been against expulsion, including the chairman, Delegate Ken Montague. The voters of his district had sent him here, and if we were going to sanction him, we should allow him to have what they gave him, which was a vote on the Senate floor. But everything else that related to his privilege should be taken away. The chairman of the ethics committee says anger at the results was expected, but they found the facts and applied the laws. You know, it tragic, all around, I think the African American community in a sense, it's like the Kennedys, we throw our arms around our people. Right or wrong, Sally. Suzanne Moore at six, as always, you can count on Eyewitness News to bring you the opening of the 1998 General Assembly live, along with updates on Senator Larry Young. Well, the concerned and curious are expected to turn out for a town meeting in West Baltimore tonight. That's where Pat Warren continues our team coverage live right now at the Total Health Care Center, where long Larry Young regularly holds his town meetings. Pat, what's the feelings there now? Well, the meeting is at 7:00 tonight, so we don't have anybody to talk to here right now. But I did talk to a number of people earlier. And as Suzanne was saying, there is a lot of heartfelt feeling for Larry Young. It seems that a number of people here, constituents and others, feel as though the Ethics committee finding was not fair. And they don't necessarily trust the fact that the Ethics Committee has decided that Larry Young betrayed the public trust. Others say the extent and the nature of the punishment of the findings against him aren't severe enough in what to warrant expulsion. And Mayor Schmoke commented on that today. I don't think other members of our delegation have questioned the integrity of the process, nor do I question the integrity of the, of the inquiry. I, I'm simply saying that, there is an open question now about the severity of, of the punishment given the history of this legislature and this General Assembly. He is also saying that he believes that since the voters sent him to Annapolis and put him in office, it should be up to the voters, voters to put him out of office if in fact they feel that it warrants it. Have we understand the mayor, from whom we just heard is also going to be at this meeting tonight? Is it really just a special meeting about Senator Young? Well, no, this is not a special meeting at all. In fact, it was a regularly scheduled meeting at which Senator Young and the mayor come regularly to this center to talk to the people here about items and matters that pertain to them that are coming up in the legislature. And it just so happens that this meeting falls the day after the Senate ethics decision. All right, Pam, we'll get back to you live again at 6:00. Thank you. Tim Williams is back in the first morning weather office with an update on a terrible situation. Hi, Tammie. Hi, Sally. Terrible is exactly right. You know, millions of people throughout New England and southern Canada, the southern tip of Canada are still without electricity, without heat this evening. Many of them don't have a way to cook or keep warm. We have some video to show you of of what's going on out there. They were thawing out. They were in the midst of going out, but now they are, getting ready to get hit again. And more help is on the way from right here in Maryland. Now, five county areas of New York are still paralyzed, and they just got hit by a snowstorm. On top of all that ice, the ice was so heavy it brought down trees and power lines, brought them crashing right down into the ground. Sydney police tonight are still trying to determine just what was discovered in a girl's bathroom at Walbrook High School yesterday. Stan Saunders tells us they're not sure, but do suspect that it may have been a human fetus. If the discovery is found to be that of a human fetus, then the question arises. Did the teenage mom commit a crime? I would imagine that it would be difficult to determine whether or not that fetus was in the toilet as the result of a miscarriage, or whether or not whomever was pregnant actually induced the labor or something of that nature. For now, police are waiting at this point, to hear something back from the medical examiner. And of course, our concern would be for the female if, in fact, there was a female who miscarried. And by the time it gets there, Sally, that's what you're talking about. You're talking about a lot of snow, a lot of, cold precip. We're talking a wintry mix. Now, what will happen? Because that is moving on up from the south is that it will be from the city south. So if you're making a commute into, say, DC, Prince George's, Montgomery County, you'll run into mostly rain Wednesday night after midnight into Thursday by the rush hour. Thursday north and west of the city in the northwestern suburbs, where we usually see the majority of mass. That's where you're going to see sleet, freezing rain, possibly snow, and the accumulation will start at that point. I'll move on into this. They'll talk about right now, 43 degrees is our temperature in downtown Baltimore right now. That will start to change. As the sun goes down and the winds start to pick up a little for the evening. We got up to about 52 degrees today, 35 degrees overnight. The normal is 40 and 24. So that's not bad winds if you're out on the bay, if you plan on going out on the bay this evening, or if you're coming in northwest at about 15 waves or three feet, 38 degrees, small craft advisory will be in effect, later this evening into tomorrow.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136446/file/253037#t=1923.37,2018.86"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136446/file/253037/transcript/71334/annotation/21","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Right now, though, there is no advisory out on the Bay. And from the weekend into today, they've seen nothing but a deluge of rain coming down. And that is, again what we're going to start to see Wednesday night into Thursday. Highs tomorrow expect to be right around 40 degrees. And with that said, the metro area will see temperatures right around 40. That again will start to change at little tiny, teeny tiny Pikesville. There is 39 degrees. That will probably be one of the cooler temperatures. Around 40 degrees is about right. So with that said, I'll move on over here and let you see what we're talking about. We're expecting it to be relatively clear tonight. Brisk wind, teens in the suburbs, probably as low as 18 in the north and west suburbs, but it will be under a clear howlers moon. And this year, Congress has created one of the most highly acclaimed retirement savings plans to come along in years. It is called the Roth IRA, and Sabrina Warren is here with more about this new retirement account and your money. What is this exactly? Well, a lot of folks are confused, which is seeing all the signs out there right now. But last summer, Congress passed legislation that created these Roth IRAs. Now, like their traditional IRA cousins, you can still make a $2,000 a year contribution into them. But one of the big differences is that some people who weren't eligible to participate in the traditional IRAs because of their income level, or perhaps because of their retirement plan at work now, are going to be able to participate in these plans. It's a matter of fact, for a single tax filer burns up to as much as $95,000 a year. You may be able to participate or joint filers up to 160,000. That broadens the playing field a great deal. However, one of the key differences is with the traditional plans.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136446/file/253037#t=2655.76,2762.31"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136446/file/253037/transcript/71334/annotation/28","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"In some cases, if you made your $2,000 contribution, you were able to get a tax deduction for it. But with the IRA, the Roth IRA, you won't get that tax deduction benefit. Is it deferred though? No, actually the benefit is on the back side of it. Tell us about it. Because with contributions, when you start to withdraw the money out of that Roth IRA, then the money that you've contributed already pay taxes on that. But what you're earned on you, you withdraw tax free and penalty free. In most cases, if you meet the right criteria, the penalty for it can be either you're 59.5 years old, can be for disability or for death, or a new one. Now for the purchase of your first home. Really? So five years and the plan. Money is grown tax free, multiplies faster to save some tax money for you. We have to ask you this. If you have a regular IRA, can you roll that over into a Roth IRA? There are some restrictions, but generally speaking, if you're making less than $100,000 a year and not a married person who file separately, you may be able to make a rollover. However, it's important to know that Congress passed the law, but the IRS is still making the regulations and writing them as we speak. We may not even have regs until mid-summer, according to the IRS. So if you're considering this, your effective one, effective January 1st, 1998, you need to contact your tax specialist. That public includes the leadership of the United Baptist Missionary Convention, which represents 200 churches in the state. But I think that we should be reminded that, soon as young was sent there by the people, he was elected by the people. And, therefore, the people have a right to have some voice and saying whether he should be dismissed or not. Dismissed. Some citizens have narrowed the issue to whether or not Larry Young betrayed the public trust. Well, I agree, if you do wrong, you should have to pay. You know, nowadays no one want any accountability for anything they do. There's always a reason. But if you're wrong, you should pay the price. If you do the crime, you do the time or pay the price. So and, you know, a state senator of all people should know what's a conflict and what. You can say he didn't know. I agree, I think they should remove them. All day, lawmakers have been arriving in our capital city, and tops on their agenda will be how to deal with young, should you be expelled. Our team coverage continues from the statehouse, where Suzanne Collins has been sampling reactions from legislators. Suzanne. Well, one thing we've heard, Denise, is many want to have it dealt with and finished with as soon as possible. And Senate President Mike Miller called for a final vote on young being either expelled or censured by next week. The way it would be handled would be like a bill where there would be a preliminary vote. There'd be debate, there would be a final vote. But in the instance of expelling him, they would need a two thirds majority to throw young out of the Senate. Obviously in the next few days, either he will resign or the Senate will expel him. And we will then move on to what is really important. And that is the major issues facing the session. So, human frailty, someone has apparently made, some major missteps. It's very sad. I mean, you hate to see someone fall. And he really has a lot of skills and a lot of talents. If we did anything less. The question is, would people really feel. That we have the capacity to clean our own house, so to speak. Regarding the claim that some of young supporters have made that other lawmakers have similar conflicts of interest in this, we heard from the head of the ethics committee today, Delegate Montague. Also, there was an expression by the committee that all lawmakers this year be fully briefed and informed on what those ethics laws are. Let's sit down. City crews spread sand over a six block area to absorb the oil, and city police blocked several intersections for much of the afternoon. Everything, however, by now running smoothly. Talked earlier about the Broncos who did practice today. The Packers, meanwhile, were off. They are, of course, the defending Super Bowl champions. They are coming off a convincing win over the 40 Niners in the NFC title game, and they are listed as 13.5 point favorites to beat the Broncos in Super 32. Which leads to the following question could the mighty Packers fall victim to the dreaded overconfidence? Probably not a game like this. You know, I can see if you're going in to a game, maybe against a lesser opponent or something like that, there could be a letdown. But I don't think a big game like this and you know, we know Denver's capable. They earned their spot to be here. And it's a huge game. I don't think there's a chance of that. A lot of children have difficulty with letters and their songs. Those are usually the foremost learning disabilities that we find. I made one phone call, and weeks later, I'm sitting down with the team of doctors and professionals who were able to tell us all about Sam, how he learns, what can help, how to modify his program. We started seeing high school and college students who have disabilities had not been recognized taking the test. You know it can sometimes be difficult to get your security deposit back, especially if the landlord claims that you have damaged the property. When one woman claimed that she didn't damage anything and that problem, she decided to get help. But you know, whether she did or didn't. You're going to see is not really going to be determinative here. This is going to be surprising to a lot of people, because whether she did or didn't really isn't the issue. The landlord, of course, has a right to have his property returned in good condition or to make deductions from the security deposit, but there are rules he has to live by or get nothing. Sandra Kropp Williams is very particular about the way she keeps her home. So when she moved from her apartment at Kerridge Hill village in Randalstown, she expected a prompt refund of her $150 security deposit. After the landlord's inspection of the property, she got this letter advising there were no noticeable damages, thanking her for leaving the home in good condition and promising the security deposit would be returned.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136446/file/253037#t=6430.56,6527.87"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136446/file/253037/transcript/71334/annotation/64","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"When it didn't come, she called and was told something quite different. Well, you know, not only are you not getting a refund, but we have a letter here saying that there were damages and X amount of, you know, monies and that this case has been referred to a collection agency. Sure enough, the second letter from Carriage Hill listed a half dozen charges, everything from pet stains to carpeting to the cost of nine pictures documenting the damage. And then the collection agency called me a second time to say, well, I talked to the management, and they're willing, if you know, to reduce the damage charges, you know, if you'd be willing to pay the $150. And I said, no, I'm not willing to pay anything. Carriage Hill says that the first letter, which said there were no noticeable damages, is not meant to be the final decision, but one that is subject to further review. So its assessment of later damages, it says, was justified. But this tenant does not have to rely upon the difference between the first letter from the landlord and the second letter. She gets her money back for a different reason. You see, under Maryland law, a landlord only has 30 days from the end of the tenancy to notify the tenant that damages are being claimed and to itemize those damages. This tenancy ended on September 2nd when Kropp Williams returned the key, but the letter from the landlord itemizing the damages was not mailed until October 21st. Since it was more than 30 days, the landlord has now agreed to return the security deposit. And if she's that meticulous about taking her apartment, she probably didn't have a problem in the other place. Does this mean that even if there are damages, if there are any damages at all, that the landlord cannot collect? What it means is he can't withhold the security deposit paid for it.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136446/file/253037#t=6528.62,6641.99"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136446/file/253037/transcript/71334/annotation/65","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"In other words, a landlord could decide, okay, you know, there were damages. He's got to go after her individually or any tenant individually. What this law means is he can't withhold it from the security deposit.
