An unidentified woman was killed early this morning in Baltimore County when she left her stalled car in flood waters at Echo Valley Pond. In Dundalk, 16 barges tied up at the Western Electric Pier broke loose and lodged up against the Colgate Creek bridge. Some cement loosened by the barges banging against the bridge wall, but at this hour there appears to be no serious structural damage. At this moment tugboats are in the process of moving the barge back to their moorings and racing against the tide. The Villanova area of the county is always hit hard by storms like this. I took instant eye there to survey the situation early in the morning. Yesterday, Al Sanders stood next to the Gwinn's Falls and called it angry. Well, if it was angry yesterday, it's furious today, moving even faster. Police surrounded the house and even fired tear gas before they found out that Conklyn wasn't home. He was arrested later in the night and held at the Essex police station. He was released this morning. This afternoon, 16-year-old Stuart Kreiner is in the Anne Arundel County Detention Center. A date has been set for his trial on charges of murdering three young girls from the South Gate section of Anne Arondel county. And Secretary of State Vance says that the Carter administration will probably go along with those changes to assure Senate ratifications. Israeli Prime Minister Menachem Begin indicated today that the military peace talks with Egypt. Will probably resume sometime next week. The measure must still be passed by the House of Delegates, which last year killed a similar bill. Mayor Schaefer is in Annapolis right now for a meeting with Acting Governor Blair Lee to discuss alternatives to the Continental Can prison site. Lee says he has not studied any of the proposed alternatives, but at his news conference this morning, Lee said he's keeping an open mind about where to locate the prison. City officials are meeting today to try to figure out something that is a constant dilemma for many of us, how to pay bills on time. City Comptroller Hyman Pressman says the city has gotten complaints that it is too and paying its bills. Pressman says sometimes it takes 60 to 90 days to pay private companies for goods and services. And he says some companies have been so bothered by city delays that they have stopped competing for city work. The city may not pay its bills on times, but they expect other people to pay theirs. The Board of Estimates says that the Roman Heating Contracting Company is three months late in paying 10 employees $5,200. He has served for more than 35 years, a career that spanned three wars. James gained note as the first black brigadier general in American history. They say no major accidents have occurred, and State Highway crews are out salting those roads. A snow emergency plan remains in effect in Garrett County, where heavy snow has been falling off and on all day. Also, the weather is blamed for the deaths of a Baltimore County woman and an Anne Arundel County man. The high winds also snapped power lines or toppled tree limbs onto them. Baltimore Gas and Electric says 2,500 Anne Adundel County customers are still without electricity tonight, but officials hope to have it restored by midnight. A perennial victim of flooding is the Villanova area in Baltimore, and the latest rains renewed the problem for residents there, as the Gwens Falls was out of its banks again. Not as bad as in previous floodings, but still many people found their basements flooded and their yards covered with water. Many have previously moved out of the area since the county is buying up homes in the floodplain, but for those still living there, it was a visitation of a familiar plague. In the Dundalk area, more evidence of the wrath of nature is unusually high wind-driven tides drip several barges from their tug and bang them into a bridge on Colgate Creek. The barges were empty, so the strain on the bridge was not great, but there was some minor damage. To the upper part of the bridge, mostly by the pounding waters. And the high winds and churning ice flows also contributed to the miseries of small craft owners. Main center was over the northern Great Lakes with all this cloud cover over the entire eastern third of the United States. Behind it, some fair and cold weather beginning to move into the northern plains. Very, very cold air moving now eastward. This storm is moving away from our region, and the winds are going to slowly diminish during the next 12 to 24 hours. They'll slowly die down. Tomorrow afternoon, they're going to be around 20 to 25. This afternoon, there were gusting to over 50, so a great improvement. The big storm is now north of the Great Lakes. It's a very strong storm. It has very strong circulation. Temperatures are dropping all day over the Great and the east also. This afternoon it was 43 in New York, but now they're in the 20s, 6 degrees in Cincinnati this afternoon, 21 in Chicago with snow in the single numbers in the northern Great Lakes with snow activity. Some heavy snow squall still occurring to the lee side of the Great Lakes tonight. They might pick up another 6 to 12 inches of snow in parts of western New York and western Pennsylvania tonight. So if you're driving to the west, expect to run into some snow squal activity. Now tomorrow, this storm will be moving a little bit further away from the region. But it's still going to have a pretty strong influence in our weather because we'll still be getting a strong northwest flow and temperatures will remain on the cold side the next couple of days. But no precipitation here in the Baltimore area. Out to our west, they're getting some furry activity and there'll be snow generally from the northern Great Lakes all the way down to the Appalachians tomorrow with, as you can see, very, very cold temperatures all over the east tomorrow. The only warm spot really, the extreme southwest, Phoenix, around 72 degrees. Look at these temperatures right now, 10. And they're getting some snow in Morgantown, an extreme western part of Maryland at this very moment. 27 D.C., 23 Richmond, 17 Harrisburg, 23 Philly, 29 Salisbury, 20 to 30 northwest winds tomorrow, slowly diminishing by tomorrow night.
