Sally, as you know, it's been a day of nonstop rain and high winds. And here at the inlet parking lot in Ocean City, I think that you can see the fierceness of the surf. They had to work to clean up some of the mess that was left behind. Well, we still don't have any power. My outdoor fish pond was pretty much wrecked and I think I've lost all my my fish. But I feel very fortunate because another high tide is expected later today. There's a chance for more flooding here. So the Red Cross has set up a shelter at the Stephen Decatur Middle School. We have a shelter set up for 50 to 100 people where we're waiting for them at this present time. We feed them. They play with the children and just generally try to make them as comfortable as I can. School cafeteria staff have a hot spaghetti dinner ready and waiting. But at least one Snug Harbor resident says she plans to stick it out at home. I'm going to stay here. I've got a kerosene heater going and I'm trying to save my my tropical fish and my goldfish trying to keep some heat in the house. So I'll be staying here. With me right now is Ocean City's mayor, Jim Mathias. And thank you so much for being with us. I know that this is not good news for Ocean City or your concerns about the high tide. Later today, we have a high tide coming back in about 738 to sea. So I think for the high tide this evening, I think Ocean City, the worst is over. Now, granted, they'll probably be some areas that we still see flooding because there's a tremendous wave heights. We're getting 19 to 20 foot waves offshore in Ocean City. So, yes, those see those waves. And the bottom area, the rain is just a matter of being. See the line of the precipitation now moving off to the east and southeast. There's still moderate to heavy rains over the eastern shore and Ocean City. You'll see some moderate to heavy rains over the next hour or two. But the whole mess is moving out to the east, to the mid Atlantic, right out. You'll see the precipitation. You can kind of see it lined up there, but ending off to our west and clearing skies now happening over portions of western Maryland, western Pennsylvania and West Virginia where tremendously heavy snowfall. Earlier today, we got reports in Beckley of up to 42in of snow near Beckley, West Virginia. We've gotten about two inches running here in Baltimore, about 3.5in of rain down by the Salisbury Ocean City area. So if you're heading out tonight in the Baltimore region, the rain will be ending very shortly, if it already has, in your neighborhood. Temps 37 down to 33, still above freezing. Well, Robert Rush, often of the traffic team, has the latest Rush out was out earlier today, coming in to work. And a couple of times a gust of wind was blowing my car over the road. It really is breezy. And actually, I got a taste of everything because I was out near Frostburg yesterday in Davis, West Virginia, and I had to run home because it was just kind of follow me. It was getting bad around noon yesterday, but right now the bridges are the places to watch out for anything high. Anything that is above the air there. So to use caution, actually above the roadway, along bridges and overpasses, please use caution. Very windy, still all around the Beltway region on the inner and outer loop and all the beltway stacked up from town out toward Parkville. Also on the west side, north of I-95 and Wilkins Avenue, leaving downtown northbound of the Johns Falls Expressway, you will find very slow traffic. And earlier today, when Air Force One was taking off for Illinois, it came a little too close to a Delta jet near National Airport. The two planes were less than three miles apart. The incident is under investigation tonight. The president went to Illinois to follow up on his State of the Union message, and he got a warm reception. Mr. Clinton appeared at a sold out event at the University of Illinois, where Vice President Al Gore introduced him with a rousing call for support. He is the president of the country. He is also my friend. And I want to ask you now, every single one of you to join me in supporting him and standing by his side. Back in Washington, former White House Chief of Staff Leon Panetta spent the day testifying before the grand jury investigating the president. And Secret Service officials refused comment today on reports that their lawyers are trying to head off subpoenas for the president's own agents. I consider to be cheating that one person that you have in your life that should be the only person in your life. Yes, I was Bill Clinton's lover for 12 years. And Gennifer Flowers says Bill Clinton believed oral sex was not cheating. Psychologist Shirley Glass doesn't agree. There are people who and this is not just men, but women, too, who believe that they're still maintaining their fidelity to their marriage as long as they don't have intercourse. But I don't think that their partners would agree with them. We don't know what Bill Clinton's partner is saying privately, but this very public embrace is raising a lot of eyebrows. Physical contact, even the mere thought of cheating on your spouse is a form of cheating. I think that it is something physical. I think that there can also be an emotional side to that as well. Experts say an affair can happen with no touching at all. He was a bit reluctant to talk about President Clinton today. Just a moment. I'll be right with you. That was not planned, I promise. He was reluctant to talk about it, but but he does. And so does Maryland Senator Paul Sarbanes, Congressman Elijah Cummings and Clinton's very good friend, Mayor Kurt Schmoke. And I think what you hear tonight at 6:00, a hard look at this story might surprise you with some of these comments. Richard, were those Democrats you mentioned eager to talk about the Clinton Lewinsky friendship or did they wish she hadn't called? If you were a Democrat working for Clinton, would you be eager to talk about it? The government is warning parents to watch for a common virus that can turn deadly. Health watch reporter Kelli Lin is here with details. All right. We're talking about RSV. That's respiratory syncytial virus. RSV usually causes a cold, but sometimes it's much more serious. In fact, RSV takes 4500 young lives a year. RSV usually strikes children under two years old. But since it starts off just like a normal cold, many parents don't recognize the symptoms right away. If your child's cold lingers or if he develops a high fever or becomes short of breath, then you should contact your doctor. And the government expects cases of RSV to peak over the next few months. How is RSV treated? Well, it's treated in a variety of ways. The hospital has to deal with each with each case separately. But I just want to underscore the fact that it can indeed be deadly. And we want you to pay attention and to definitely take our advice to get help if the child has breathing problems. Adults can get this, too, but it usually just turns into a bad cold with adults. High winds and heavy seas swamped a tug boat. Your Thomas point, the Chesapeake Bay this morning. The coast Guard rescued the three men on board and recovered the barge the tug was towing. The general assembly is considering a bill to protect children from abusive parents. It would require a parent convicted of a violent crime to prove the child would be safe or lose custody. And an additional 29 Baltimore city schools are getting failing marks and could be taken over by the state superintendent. Nancy Grace Grossman says the 20 elementary schools and nine middle schools have low attendance, high dropout rates and low test scores. That brings the total failing schools to almost to 80 almost half of the entire system. New developments in a story we've been following. Disruptive students at troubled Northern High School are now being dropped from the public school system. This is phase one of a new plan to stabilize the learning environment at Northern Pat. Warren explains how it works. It's a good idea because it will give those students who are here to learn a chance to learn, and it will make those students who have been kicked out think twice about the decision. Conscious or not, says Principal Alice Morgan Brown, The decision some students made was not to learn. School and community leaders are following through on the promise they made in November when they formed the Northern Partnership to help students who want it get the quality education they deserve. This move today is as much about the students that are left the larger majority. Those are the ones that have been negatively impacted by a small group of students. The partnership has been formed between the school, Morgan State University and WJC TV as part one of an extensive plan for improvements and parental involvement. 50 students who are continually disruptive have been identified and removed from the learning environment. I want to emphasize the fact that Northern High School is not summarily dismissing students and putting them in the streets. Every student is dismissed. There is a program for them. People think because of the media and a lot of bad press that we've gotten that northern students don't learn at all. But we're taking pre-calculus and agriculture and we're going on internships next semester. So it's a lot of fun. The semester break started today, so all the kids cleaned out their lockers. But when school resumes on February 3rd, those 50 students won't be coming back to northern part Warren WJC Eyewitness News. Parents meetings are being held tonight and tomorrow at 630 to explain the alternative programs available for students dropped from Northern. The Ravens trouble running back won't be coming back to Baltimore next season. The team announced it will not sign them more as its leading rusher for the past two seasons. He was the Ravens leading rusher last season despite starting only eight games. He was also the team's leading ground getter in 1996. And today, Ozzie Newsome talked about how the Ravens plan to fill that hole at the running back position. We don't have enough talent right now. We have Jay. We are priest homes. We have cotton, and we have Tony Vinson, four young guys on our roster. And we will be addressing that through free agency and possibly through the draft, too. Okay. So the Ravens obviously in the market for a new running back. I would suspect that they're going to go hard for the free agent route first, see what they can pick up there, because it's not a real great year for running back. So that Ben Morris was a very likable guy and there were a lot of guys on that team who felt badly for him in his situation. Statehouse reporter Suzanne Collins says she came to Annapolis today to ask that those laws be changed that allowed her brother to benefit from the crime. Just to speak to Patricia Swagger about her parents. 1993 murder brings tears to her eyes when her brother, James, Vinnie Brock, was convicted for the crime in 1995. She had to relive it, and then she found out he still might inherit about $100,000 from her parents life insurance, even though testimony showed that's why he killed them. It seems very ludicrous. I mean, myself and the rest of the family had a hard time understanding that. Why? Why do we have to do this again? Swaggart found out she'd have to go through another trial in civil court to prove her brother committed premeditated murder. Then he could be denied life insurance. Apparently, the criminal conviction wouldn't suffice. If someone has been convicted of murder and he is in jail without the possibility of parole. It's hard for me to understand how the courts can allow him to continue to victimize me. Today, she told a Senate committee the law should be changed. She explained she spent nearly $20,000 in legal fees and ended up giving her brother 2000 more in a settlement. Essentially, he basically murdered my parents for $2,000. Even the Baltimore County judge in the case testified for the bill today. I think that it is a horrible emotional situation for this family or this woman to have had to go through this. I think it is a horrible waste of judicial time. A young boy dies from a heroin overdose in Westminster. Tonight, parents go in force to the state's attorney's office for answers. Dennis Edwards is live in Westminster with this late breaking story. Hi, Dennis. What can you tell us? Well, that's right, Sally. There are a lot of angry parents and students here in Westminster. They're angry because they don't like the fact that two teenagers allegedly involved in in selling drugs are back at Westminster High School. At least 30 parents and several Westminster students packed the offices of State's Attorney Gerry Barnes to demand the teenagers face more severe penalties for allegedly selling drugs to Liam O'Hara, who later died of a drug overdose. What we're here for is to try to make kids, you know, or the justice system, have kids, be held more accountable and have consequences for the things that they do. There's a big heroin problem at Westminster, and I think people need to crack down on it a lot harder. I mean, the kids that were arrested for selling the heroin to this kid, they're already back at school now. And they're too lenient. We've been doing a lot of things that we really can't talk to them about. That's why we have all these folks back here. And I wish I could. But hopefully in the very near future, you're going to see some things happen. Now, prosecutors won't say much more about what their plans are or when those plans may go into effect now. And as Tim Williams explains, it's a nuptial nightmare the future bride wishes would end. So in September, we came here to order our bridesmaid dresses for my wedding. We originally told her that the wedding was in January because of these horror stories that you hear, you know, every day. But Theresa Rose, that's retail terror was just beginning. She ordered ten bridal outfits, complete with alterations and shoes from Wendy Bea's bridal shop here in Dundalk, a store which has since gone out of business. Eight of the dresses are in house but unfinished today. She picked them up. It leaves Theresa wondering who's responsible for completing the nearly $4,000 order in time for her February 14th wedding. She said there was a family emergency, which I can respect. And I kept trying and trying to call and no one would answer. Wendy tells us off camera this all happened because in October, her father passed away, causing her to shut down this family operation. No consolation to Theresa, who says with or without the alterations done here at Wendy Bees, she has a wedding to put on in just two weeks. Kelly's back with results of a new study that may explain why in many cases, when it comes to birth control pills, women just forget to take them. Sally. It's going to fail. Yes, indeed. And tonight's Health Watch, The pill revolutionized birth control. And while it's almost 100% effective, women do get pregnant on the pill. Dr. Deena Dial says if you're wondering why look no further than your own mirror, it looks like 42 weeks. Ask any doctor and they'll admit contraception isn't perfect. There's no free lunch and contraception or in life in general. And a woman and her partner need to consider the risks and benefits. That's proof. Look at the failure rates of any birth control method. They vary from 12% failures with condoms to 18% failure rate with diaphragm. Even the foolproof birth control pill has a failure rate. So the question that we ask when you come into the office is, did you take your pills? And invariably the answer is yes, I did. Well, some new findings may challenge some of these answers. So this was a study where women couldn't cheat. The birth control pill cases were computerized to chart the exact date and time each pill was pop out of it. And frankly, at the end of the study, these little cases had a sobering tale to tell. Even more, experts recommend backup birth control, including emergency contraception or the morning after pill. We should think about emergency contraception like home fire extinguisher. Every woman ought to have one around the house. Fire extinguisher in the kitchen. Pack of birth control pills in the medicine cabinet, just in case. At least that way it would help reduce the failure rates of most methods of contraception. I'm Dr. DiNardo. And the study also found that single women are more likely to forget to take their pills. So when taken properly, pills are still the most effective form of birth control. Yes, absolutely they are. And here in Maryland, lawmakers are considering a bill that would have insurance companies pick up the entire cost of birth control pills. So that's pending and we'll keep you posted on it. Nice. Okay. There's a new kind of church trying to open up right in the middle of the Bible belt. Its aim is to unite saints and sinners in one convenient location. Some businessmen are trying to sidestep opposition to strip joints by opening the fuzzy bunny house of worship, a strip show, bar and church all wrapped up in one. In western Maryland, it's meant a lot of snow. But on the eastern shore, it's meant far too much rain. We have team coverage of this storm's impact beginning in Ocean City. Deborah Stone is standing by live at the inlet with more on flooding and some evacuations Deb? Well, Denise, no storm is ever good news here in Ocean City. Winds today have reached as high as 50 miles an hour. And as you can see, if the camera can pan down. We're starting to get a little bit flooded out here at the inlet as the tide comes back in. This storm has certainly left its mark here in Ocean City with conditions ripe for flooding. Residents on the eastern shore have been warned they should be ready to evacuate if high water threatens and it has threatened in several areas. Snug Harbor, which is in Gray's Cove on the set of Patuxent Bay, spent part of the day partially underwater and with residents came home. They had to work to clean up some of the mess that was left behind. Well, we still don't have any power. My outdoor fish pond was pretty much wrecked and I think I've lost all my my fish. But I feel very fortunate because another high tide is expected later today. There's a chance for more flooding here. So the Red Cross has set up a shelter at the Stephen Decatur Middle School. That winds been blowing northeast now for almost 24 hours and load those back bays up in this low lying area. Here's where our concerns are. Are you expecting any serious problems tonight? We have our fire companies on standby. Emergency crews are standing ready to go, but I think we're going to be okay. Good news as storms move north of us and we're watching for that when the shift to the west and blow the water back out his base. Hallelujah. Absolutely. I'll second that. We are just about wrapped up here. But just to let you know that there are some still some power outages in our area. They're just scattered at this time. All power is expected to be restored by midnight. Denise. Well, Deb, we saw the one woman's home where her yard was damaged. What about their homes? Have you heard about other damaged homes in Ocean City? The rains have finally moved through our area, but what about Ocean City? Is the worst over? Bob joins us now from the weather center with the answer Bob. Let's take a look at radar. We can kind of pinpoint what's happening around the region, Victor. If you take a look, you can see that here in the Baltimore area, the rain has ended. Now off to our east Ocean city down here, some light to moderate rain in that region. They'll continue to see rain in the next two, maybe three hours or so. We are having pretty good evidence, however, that the winds are shifting more to out of the north along the coast, which means that easterly fetch and northeasterly fetch is going to maybe save the beaches. However, there are a lot of areas in Ocean City that are affected by the bays there. So the north wind will push water in some of those low lying areas like West Ocean City and other areas just off the beach on the Bay side. So there may still be some low lying flooding between now and, as we said, maybe 9:00 tonight. And then as the wind shift more to the northwest, it should start pushing that water out. So we have to wait a little while longer. I guess that's what we measured the in our backyard there. And in Garrett County, there was even more up to 20in in some spots, enough to give school kids the day off and put everyone else to work. We got a lot of it and it's real wet, real heavy, wet snow. How? It's fine, let me tell you. Shoveling, shoveling, shoveling, shoveling in western Maryland could be an Olympic event team shoveling singles. Many really doing it for others to help out. Tell you much. I can tell the community. Clean up a little bit. Some, of course, are better equipped than others for those really big jobs. Just a couple of private lots, my own. And then my father has one. And then people that convince me they need help. I imagine you're pretty popular on a day like this. Very popular. Road crews finally had something worthy of their skills. The grand jury continues its investigation of President Clinton's alleged sexual affair with a White House intern. Meantime, the president headed to the Midwest to promote his agenda, but the problems followed him. Lee Callan begins our team coverage with the president. It was hard to tell anything was wrong at the White House this morning. Hard to tell anything was bothering the president except perhaps the lack of a good night's sleep. He seemed almost jovial while on the road today. Giddy at time. Getting into Washington may have been the best medicine of all. I wish I could take the pep band with me for the next month or two. But for the time being, the president wasn't going anywhere. Air Force One was stuck in the mud in Champaign, Illinois. A reminder that all may not be well. Back in Washington, the investigation into an alleged affair with a former White House intern was full steam ahead. Leon Panetta, a former White House chief of staff, spent most of the day before a grand jury. I am personally not aware of any improper relationship. My fervent prayer. But he's got another matter to deal with now. A former drama instructor in Portland who says he had an affair with Lewinsky and that she had told him on more than one occasion that she was having a relationship with some high ranking government official at that time. For her part, the first lady also on the road, seemed in good spirits. But on Capitol Hill, so far, little has changed. The president has managed to put the crisis behind him, at least, and for the time being. I don't think I would go that far. The White House, though, says it's gone far enough. We're told not to expect any more public statements from the president, the first lady or any other White House official for quite a while. Cowan, CBS News, Washington. Also, former Senator Alan Simpson says President Clinton should consider entering a program to combat sex addiction. Simpson says the American people might rally behind Clinton if he admits to having an addiction. Most of the president's fellow Democrats are rallying around the president and the Lewinsky scandal with nothing coming from the other side. Yet there is only speculation about how well Bill Clinton knows Monica Lewinsky. Baltimore Mayor Kurt Schmoke is a friend and supporter of Bill Clinton's. I've tried not to rush to judgment. I mean, it's obvious that the president knows Miss Lewinsky, you know, in a way that that there were more for me with her than he is with, you know, other White House interns. Schmoke says he has not spoken with the president since the Monica Lewinsky story broke. Whether ultimately any part or all of these things are proven to be true. These are students who have a long history of disruptive behavior. And it has been decided that in order to create a productive learning environment for the 1800 students at Northern, 50 of them have to go. Today we take a major step towards shaping a new Northern. Effective February 3rd, 20 students will be dropped from our rolls with another 30 reassigned to an alternate or alternate schools. School and community leaders are following through on the promise they made in November when they formed the Northern Partnership to help students who want it get the quality education they deserve. This move today is as much about the students that are left the larger majority. Those are the ones that have been negatively impacted by a small group of students. The partnership has been formed between the school Morgan State University and WJC TV as part one of an extensive plan for improvements and parental involvement. 50 students who are continually disruptive have been identified and removed from the learning environment. You took some criticism when you made that stunning decision to suspend two thirds of the student body back in November. Do you see this as a positive outcome of that decision? That's so the kids who aren't being transferred to alternative schools won't be left out in the cold back. Well, the partnership's actions have the approval of the school system. A total of five search and seizure warrants were executed and four arrests were made. There's more troubling news about Maryland's public schools tonight. State education officials are putting 38 schools on a list of failures, including 29 from Baltimore. The story we told you about a few minutes ago. But in its commentary tonight, Michael Lusk sees a ray of hope. I see it as beginnings, maybe of a rescue mission. Nobody surprised to hear about failing schools in Baltimore. The 29 they're naming today will bring the number of failures to 80, which is about half of the entire city public school system. But maybe the new step isn't so bad. By designating these schools as failures. What state education officials are doing is simply making the obvious official. And they're saying this can't go on any longer. She's now good enough that she drives an hour each way to Delaware to train. And now she's going up 4 to 5 days a week. In the car so much she does her homework on I-95. I have to do my homework in the car because when we get home after Delaware, it's getting it gets late. I have to eat dinner and take a shower. I don't have enough time, so I thought I'd call you.
