Police have noted that these young people can easily obtain guns from friends, relatives or by theft. From 1983 to 84, the Baltimore City School System reported 102 incidents of weapons in and around its buildings. In 1984, the Baltimore City Police Department reported a total of 142 juvenile and youthful vendors. arrested for murder. 54% of the murders committed by youths were with handguns, and 7% were with long guns, such as rifles or sawed-off shotguns. 67.9% of the murderers and their victims were either relatives, friends, or acquaintances. 20.5% were believed to be total strangers, and 11.6% were undetermined. Over 71% of the murder victims reported were young black males. 61.9% of homicides committed by youths were on the streets, with 35.8% in dwellings and 2.3% in commercial settings. Statistics show that during 1983 and 84, Baltimore City Police Department arrested 105 juveniles. for possessing deadly weapons, primarily guns. 46% of those arrested were 15 years old or younger. The teenagers who carry these guns claim they provide them with a feeling of power and security.
