More troubling times on the horizon for the Port of Baltimore. Longshoremen are apparently another step closer to a strike. The possibility of a walkout grew more likely last night with a vote by the rank and file. 400 members of Baltimore's largest dockworkers union voted overwhelmingly to back their leaders decision to reject what management is calling its final contract offer. The current pact expires at midnight tomorrow. Port officials want the unions to accept stricter rules governing the port's guaranteed annual income program. No talks are scheduled at this time between union and management unless a compromise can be found. A strike appears likely. Now, a check of hour 13 background file shows it wasn't too long ago the port suffered through labor problems. Earlier this year, in January, the dockworkers went on strike for three days. Before that, it was four years ago that the longshoremen walked. In 1986, they hit the picket lines for just over two days. In 1983, they struck for several days. And in 1977, the longshoremen struck for three months. The walkout hit the entire East Coast at that time and the Gulf Coast. The cost of transporting ourselves from point A to point B is definitely going up this weekend. That's when an increase in gasoline taxes kicks in. So if you got angry when you saw prices at the pump jump in the Persian Gulf, grab hold. Get ready to grab hold of the steering wheel. Come Saturday morning, your price is up there. What are they going to be like Saturday morning? Saturday morning? And it's going to cost dealers dollars, too. But the effect to me will be minimal. As a dealer, it's just a straight pass along of costs. America's transportation system may be hurt in the short run, since truckers may have already contracted to carry consumer goods at the old price. They will have to eat any increase until they sign new contracts. It's to the point where we want to just take our whole paycheck and just give us something in return because you can't make anything out there anymore. It's dying because the price of fuel and everything, everything's going up. But nobody wants to pay the fuel. But in the long run, once everyone passes on the price increase down the pecking order, it is the consumer who will pay it not once but twice first, and the increased cost of goods transported. And then in the transportation costs to get those goods, you have to go places. Especially now it's Christmas time and figures that would go up. So if you had a nickel's all those prices, can you still drive as much as you normally do? I have to go wherever I have to go. I still have to drive and pay for the privilege. Two additional things to think about. Our dealer says he's never known a federal excise tax to go away once it's been put in place. Of course, this will mainly depend on what the Iraqi leadership does. Baker will preside over the 50 nation meeting in New York. The resolution is expected to pass in Iraq. The ruling party's newspaper is calling the resolution a declaration of war. Again, today, there were demonstrations outside the American embassy in Baghdad. They were organized to show disapproval of President Bush and the American sponsored U.N. resolution. In Baghdad's newspapers, editorials claim the international embargo is causing shortages of baby foods and medicines and deaths of dozens of Iraqi children. Well, back here in Maryland, some sobering numbers from a study of homeless shelters. A survey by Action for the Homeless shows on any given night in the state, 5000 people are looking for a place to sleep. Nearly half the people seeking shelter are families, and a third of all people in shelters are under the age of 19 years old. Crime is also on the rise in Maryland. State police say they have seen an overall 6% increase during the first nine months of the year compared to the same period last year. One of the largest hikes came in the number of reported rapes up 24%. He was shot after making a routine traffic stop along Interstate 95 in Howard County. Tirado was returned to Maryland from a New York prison earlier this month. Rodriguez is in prison in Virginia on unrelated charges. No word on when he'll be returned to Maryland. Caller I.D. The telephone feature that some find an invasion of privacy has helped. And Randolph County Police make an arrest. Caller I.D. is a device that displays the phone number of an incoming call. Police arrested 19 year old Parnell Romero of Gambles earlier this month. He was charged with telephone misuse after police linked him to a series of harassing calls to the home of a state division of corrections employee or administrator. Some Baltimore children who volunteered to help the elderly are getting a very special honor today. The kids in the Magic Me program from Booker T Middle School and Ben Franklin Middle School boarded busses this morning for a trip to the White House. Listen to this. They're going to meet President Bush. They're going to attend a reception with the stars like the Beach Boys, Larry Bird and the New Kids on the Block. Children in the Magic meet program visit nursing homes once a week to cheer up the elderly residents. Now we're going to talk about a couple of different forecasts today. When you hear us say limited sunshine, we're talking about the metro region you're watching over on the eastern shore. You're probably going to maintain clouds throughout much of the afternoon. You may not see that sunset. And I'm going to mention that showers will linger through the afternoon. That, of course, is east of the Chesapeake Bay. And what are some of these temperatures in the middle of the state? We're figuring, you know, anywhere from the low to the middle 40s. But take a look out to the west. You can see what's common 32 now in Johnstown. 35 degrees in Pittsburgh. Big push. Cold air is moving our way. The big push with this weather system now seems to be taking place just near the mouth, Chesapeake Bay. Here's a little area of low pressure forming and that's why it's going to, you know, hold itself up on the eastern shore as this low quickly moves north up along the front. And there's weather system hanging out here up over the Pacific Northwest that will rapidly move across the country. And very quickly, I'm going to point this out, an area of low pressure is going to form down to the south. You know what that means this time of the year? Yeah, maybe one of those type forecast by the middle of next week. That's what the computers are saying. We'll have to see how accurate the machinery is this year. A major Maryland financial company is reshuffling some of its assets in an effort to stop losing money. MNC Financial is asking federal regulators for permission to merge American Security. Bank of Washington with Maryland National Bank. Bank officials say the change won't require layoffs or transfers for employees. MNC says the two banks have failed to meet federal capital requirements. They've lost $242 million this year. A panel that studied Maryland's tax system says their ideas could make the system fairer for everyone. The lender's commission recommended several sweeping changes in the way Maryland's taxes are collected. Now their proposals have to get the approval of the state legislature. The commission chairman says the proposals could raise more than $800 million in new tax money next year alone. And the panel thinks the changes would also allow the state to improve and expand services. Sweeping economic changes in the Soviet Union mean a long, hard winter for its people. Experts say it is vital for doctors to monitor blood levels in patients. The UN Security Council has just voted to use force to drive Iraq out of Kuwait. The US got what it wanted from the Security Council a deadline of January 15th for the removal of Iraqi troops from Kuwait, backed by the threat of troops and machines of war. Alex Gibney reports. None of this can be particularly comforting for anyone headed to that powder keg in the Middle East, Cuba. Like thousands of other marine reserves, Barringer is being called to duty in the Middle East. And this afternoon, in the Security Council of the United Nations, that duty took another step towards war. The resolution calls for Iraq to pull its forces out of Kuwait by January 15th, or it faces the prospect of being driven out by an alliance of troops led by the U.S.. By people like John Barringer. The president has one more battle, and that would be Congress. So hopefully get things worked out the way the UN's been worked out. Saturday morning, Saturday morning, they'd be up a nickel across the board and for a change. The reason that's going to happen has nothing to do with all the Persian Gulf crisis or any money hungry oil company. But instead it reflects an increase in federal excise taxes, which are among those always added on to each gallon. So this little sticker should also shift upward on Saturday to 27.5 cents. Well, the ranks of the homeless are growing in Maryland. A new survey shows not only are there more homeless than ever, nearly half of those seeking shelter are families. George Bauman met a face behind the frightening statistic that's coming. Kimberly Washington is 25 and has four children ranging from eight months to six years old. She was homeless until she got temporary shelter at the YWCA. Hers is among the growing number of young families who experience homelessness. It's scary. It's not the way children sleep. I don't get their next meal, and you worry a lot, so you make sure that they're okay. And at the time I was also pregnant, so it's more or less making sure everybody had enough to get things together. And how did you get it together? So I used the strength of my great grandmother. At a news conference today, Action for the Homeless said their survey showed that homeless families seeking shelter have increased significantly. It showed that 60% of the homeless turned away from shelters because of lack of beds were homeless families and that one third of all people in shelters on any given night are under age 19. A letter will be sent to Governor Schaefer, signed by some 200 advocates for the homeless, asking him and the legislature to provide an additional $2.3 million to help care for the homeless. Experts cite the number of blacks, victims of homicides, car accidents and Aids, and the fact that many blacks simply have no access to adequate health care. Earlier this month, a jury in Illinois awarded the parents of a five year old boy almost $78 million. The child had been given an overdose of the drug. Theophylline. Tonight, Andrea Koppel reports. A Baltimore woman whose son was given the same drug also intends to take her son's doctor to court. Tony August is 12 years old. His mother says he used to be just like any other kid. He loved the beach and baseball and school. But Dorothy Hook says that was before Tony's doctors allowed his asthma medication known as the Awful Anne, to reach toxic levels, levels that she and her attorney believe brought on a catastrophic seizure, leaving her son with permanent brain damage. He doesn't play games. He doesn't talk. And everything he does as he walks and he walks. And. He really doesn't have a life in the hopes of sending a message to her son's doctors. Dorothy Hooke decided to sue. In the review of this case. We consulted some of the top experts in the field internationally, as a matter of fact, on this drug theophylline. Deborah Stone has the story of a dramatic rescue where the final chapter has yet to be written. She is either lost or abandoned and supposedly has a litter of puppies. She has made her home on Philadelphia Road. And for weeks, passers by, like Eileen Waldroup, have been bringing this dog food. She had her nose in an empty kitchen trying to get some food out of an old can vegetable cans. So I knew she was hungry. It's been in there for more than 24 or 48 hours because there is some infection in the tissues in the cheek. We are treating the infection with antibiotics. We found he has some worms. We're going to treat those and hopefully be able to find a nice home for him. If you would like to adopt the puppy, you can call Dr. Conard at six, eight, seven, 11, 11. Some of King's customers believe it's time to put the incident behind them. But that is not a universal feeling. And an outdoor county man has been charged with making racial slurs by phone. County police say 19 year old Parnell Romero made several calls to the assistant warden of a state prison in Jessup. All of the calls were made during a party on November the 3rd. The victim, Leslie Dorsey, was able to track down the source of the calls by using a caller ID device hook to his phone. Police say Romero admits making the calls, but says they were meant as a joke. Fragile X. You may not have heard of it, but it is the most common inherited cause of mental retardation and developmental problems in children. Healthwatch report around Kelan tells us research is underway at Johns Hopkins and the Kennedy Institute to find the exact cause for fragile X. Have a little show and tell. Fragile X is appropriately named because it affects the X chromosome, and we show that by putting this little mark here. So that's the fragile X. Now, apparently this is more serious in boys than girls and will explain why girls have two Xs while boys have an X and Y. You really have to treat the specific disabilities. And each individual child, according to Dr. Alan Risk boys with fragile X may take longer to start talking. They may be hyperactive, mentally retarded, and have problems interacting with others. If your child is not saying words by 18 months of age, it's not it's not a reason to panic, but it's a reason to to at least start to investigate it. A girl with Fragile X may have subtle learning problems, mild attention deficit disorder and problems interacting, but these problems can be so subtle they go ignored. On the eastern shore, we did set a new record, but that occurred at midnight, one minute past midnight. 69 degrees the afternoon temperatures were in the mid 40s, down to 43 at the airport. But it's sent out the dry cleaning to a third party, Ingleside Cleaners, which actually does the work. The problem started when Miller's son went back to heels and soles to pick up the suit. He had left there a few days before. And was told that the suit wasn't back. Come back the following Monday. He went back the following Tuesday and it was informed that still wasn't in. And after about the third time, they said that they having a problem getting the suit back. The suit was still at Ingleside Cleaners. The reason, according to its owner, was that heels and soles owed several thousand dollars for past dry cleaning. I called the other place and they told me that they would have to, you know, settle up with the owner of the Healing Soul Cleaners before I can get my suit back. But, you know, there's a special law when it comes to automobiles or something known as a mechanic's lien law with automobiles. And basically that's a creation of a statute. But it's when you bring your car in, basically whoever puts work into that car, with your permission, subcontractor or not, has the right to keep it until they get paid. Maryland stepped up enforcement of child support laws this year because some parents are owed thousands of dollars in back payments. Baltimore City school students are celebrating the holidays with the gift of words. Children from Diggs Johnson Middle School performed a reader's theater piece reciting poems, stories and tales about the season. It's all part of a reading series that continues through December. The officials all knew the pay raises were planned, but they asked state Comptroller Lewis Goldstein to keep them secret until after the November 6th election. They knew that in tough economic times, the last thing voters want to hear about is more money for elected officials. Goldstein today pointed out that most of those officials ran unopposed, and they surely wouldn't have if voters knew in advance that they were looking for 25% pay hikes. Some shippers, fearing being trapped by a strike are said to be avoiding the port. More concerns tonight among state workers at Rosewood, the health care facility in Owings Mills for the mentally retarded. Tonight, Rosewood employees met to share their concerns that recent layoffs at the facility are merely part of state budget cuts. Earlier this week, 33 workers were given layoff notices by the summer of 1992. Rosewood wants to cut its staff by another 200 through attrition and avoid further layoffs. State Health Department says it's part of an overall plan to reduce rosebuds client population. The movement that we've been making at Rosewood has been going on for the last year and a half, so this is nothing new. The unions have known about this. We're complaining because employers are being laid off. And when we came with the state, we were promised jobs. Millions of Americans suffering from asthma take the offline every day, and if properly monitored, they have no problems. A major discovery by science researchers tonight. They have found an inherited abnormal gene that can make a carrier much more likely to get breast cancer. The gene was discovered in many members of family suffering from a syndrome that makes them highly susceptible to breast and other cancers. Scientists say the discovery is important because it helps them understand the sequence of events that lead to cancer. Tonight, a follow up on the puppy rescued from an almost certain death.
