The three American negotiators appeared on the balcony of military headquarters long past their scheduled midday departure. Their faces gave away little, but the fact they have had more than 12 hours of talks over the last 24 led to speculation they were making progress. A large crowd of demonstrators stood outside, chanting pro army slogans as former President Carter, former chairman of the Joint Chiefs Colin Powell and Senator Sam Nunn met with Army leader General Raoul Sayed Ross. Earlier, they met with de facto President Emil Jones's song Misrepresented a reversal of administration policy, which has opposed any dealings with the military installed president. The president's top lieutenants were out in force keeping the pressure on via the Sunday talk shows. We're ready with overwhelming military force. You have the president directed us to apply that. We will be ready. We are on a very specific timetable. We have a very definite timetable here. Basically, it's a military timetable. Now back to you. Thank you, Nancy. Members of the Maryland National Guard or Maryland Air National Guard have a vested interest in the outcome of these talks. The possible invasion was on the minds of veterans who gathered in Bel Air today. This ceremony is to pay tribute to those who fought in all of America's past wars. The vets honoring those killed in war, prisoners of war and the missing in action. As we said, Haiti was very much on the minds of the people at this ceremony today. They commented on the possible military action in this case. The military is going to have to be sent into a foreign country to help some people out from an oppressive dictatorship. It is not unlike the Vietnam experience. It grieves my heart. But at the same time, I know that it's the times that we live in. All right. I, I think it's inevitable, but I would like it not to be. I'm Pat. Warren Richards. Cher has the night off. President Clinton broke the news tonight. The invasion is off. The president gave credit to the men and women of the US Armed Forces for playing what he called a pivotal role in getting the Haitian military to back down. We go live now to Nathan Thomas in Haiti. Their mission was called the last chance to prevent a military invasion of Haiti. And tonight, former President Jimmy Carter, retired chairman of the Joint Chiefs Colin Powell and Senator Sam Nunn are on their way home. Mission accomplished. It was two days of marathon negotiations that finally resulted in the agreement that Haiti's military leaders will step down and President Jean-Bertrand Aristide will return. About an hour after the American delegation left Haiti, President Clinton told the American people about the agreement. I want to announce that the military leaders of Haiti have agreed to step down from power. The dictators have recognized that it is in their best interest and in the best interest of the Haitian people to relinquish power peacefully rather than to face imminent action by the forces of the multinational coalition. We are leading. The president also said that 61 planes had already taken off from Pope Air Force Base and that the invasion of Haiti had been scheduled to begin tonight. If there had been no agreement, the president said U.S.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/115819/file/219687#t=1819.82,1935.04"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/115819/file/219687/transcript/62497/annotation/18","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"troops will begin arriving in Haiti tomorrow. And though much of the danger is now gone, there are still problems. Supporters of General Cedras and the military government are very likely to be feeling they have been sold out and deserted. They could react with violence. Aristide supporters may now feel they have won a victory and try to take retribution on those who have oppressed them. But those are problems that will be faced tomorrow. Tonight, there is simply relief that an American invasion of Haiti that could have been underway just a few hours from now has been prevented. Nathan Thomas, ABC News, live in Port au Prince. Now back to you. Dr. Frank Morris, who is the dean of graduate studies and research at Morgan State, has been offering us an up close and personal viewpoint on this situation in Haiti. We're going to ask you now. You don't you don't see this as as a victory for Aristide. I think is going to be a Pyrrhic victory. The tragedy is that the all the power of the armed forces are still going to be there. Over the last three years, they've killed a lot of the leadership of what would be the democratic opposition. And Aristide has already had to bargain away a lot of the his his cards. He's going to leave early next year. It's not clear that between this time and now, we're going to have anybody who's going to be able to carry over carrying on with his mandate. I think that we for short term benefit, we may have just simply had a period of time that after Aristide and after Bill Clinton, not invasion, we're going to have a very another short term Haitian democracy. So bottom line, you don't think that the United States should have called off tonight's invasion? I think the United States should have moved when the original Governor's Islands agreements were broken last October when we had an American warship going into Port au Prince, the American ambassador being a female, being bombarded.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/115819/file/219687#t=1935.4,2050.21"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/115819/file/219687/transcript/62497/annotation/19","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"And when our battleship turned and left our our female ambassador there, I think Cedras really sort of took a measure of Clinton. So what would you have done tonight then? Well, I think tonight he had no choice. I mean, and when you send that delegation at the last minute, it was it was pretty clear. But I would not have permitted the military to remain intact and especially with pledges of known no accountability for all of the human rights violations and other. So you don't think we're through with Haiti? No. We postponed it. We simply have given the military, Haitian military breathing space. And and they can they've seen that they can engage in another coup next year, maybe this time or maybe in 18 months after the pressure is off again. And it might not be Cedras would be then maybe the next round of their their leaders, because there's really no cost to them for doing that. Okay. Thank you. Dr. Morris, we thank you very much tonight. Well, we talked to some people here in Baltimore to see how they felt about President Clinton's decision on Haiti. Most say they're thankful an invasion won't be necessary. They think it's going to work out perfectly. I think they made the right decision with the long tradition that Haiti is head of having dictatorships and problems of that sort. It's going to be difficult for people to really grasp and really sustain freedom there. But I'm very happy with the with the developments of the day. It was really good that.
