Two and a 7:30 in the news this morning is being called the toughest sanction in modern times for a member of Maryland's General Assembly. Senate leaders say they'll support recommendations by the Ethics Committee to expel Senator Larry Young from office. Mike Schuh reports the decision could bring an end to Young's long and prestigious career. Last Tuesday, Senator Young walked from his office a few feet to the Ethics committee hearing. It may be one of the last official acts he does as a senator. Today, the 12 member ethics committee released a blistering report. In this 22 page document, they find the senator committed numerous ethical violations. They say his actions caused conflicts of interest. He had many improper solicitations for money. He accepted gifts from companies doing business with the state and having his business and legislative offices together constituted improper use of state offices, and he improperly used his title.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136445/file/253036#t=4.9,101.44"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136445/file/253036/transcript/71336/annotation/2","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"The report details the instances of $5,000 per month verbal contract with and state one, in which the committee can find no documentation of any work performed. He received $57,000 as a gift from a health care company, which does business with the state, and a Baltimore ambulance company with state contracts bought him a new Lincoln Continental. Behind closed doors at the end of the day, the Senate leadership mulled over what to do. The report recommended that young be removed from Senate leadership, his committee chairmanships and all committees, and that the full Senate vote on his expulsion. It is the unanimous conclusion of the group to adopt the recommendations of the Joint Committee. It's unprecedented the action that we're taking today. Later in the day, there were questions about whether young should resign. Michael Collins, the senator from Dundalk, is the cochairman of the Ethics Committee. Well, I don't know what Sandra Young has in mind, but I certainly think that that would be certainly something that would be in the best interest of the Senate of Maryland if he would do that. Mike Schuh, WJZ, Eyewitness News. President Miller says he plans to ask the full Senate to vote on Young's future by next week, at the very latest. In the meantime, as you heard, he be stripped of his membership and all on all committees. Young did not speak publicly about the Ethics Committee decision or the action of his fellow senators, but his supporters were quick to come to his defense with a warning for state lawmakers. I will let Senator Young address that issue. However, I would be very careful if I was a legislator as to what I said going forward here, expelling him. I think it's a little harsh. The 17 Democrats and Republicans found young violated ethics laws and brought dishonor by not disclosing his personal interests that could have affected his public job. Colleagues think young should resign is the unanimous conclusion of the group to adopt the recommendations of the joint committee. It's unprecedented. The action that we're taking today from Young's West Baltimore district supporters are backing their senator. A grassroots organization called people for Truth and Justice remains in Young's corner. I would be very careful once again if I was a legislator making any statements or anything about Senator Young's future. Be very careful when you listen to Larry Young supporters, you get the impression the state senator is down, but not politically out. Sources close to young say the Ethics Committee recommendations are a personal blow. The Senator Young will not be making any public statements tonight. He will have to hold a press conference tomorrow at 8:00 pm, at which time he will, at that point discuss his feelings about the report issued by the Joint Legislative Ethics Committee. Young has been at an undisclosed location since the announcement. He's considering his options in light of recommendations to strip him of committee chairmanships and expel him from the General Assembly. Those recommendations don't sit well with supporters who question the fairness of what they call an investigation that moved too quickly, expelling him. I think it's a little harsh. For many Americans and their ancestors, Ellis Island was the first stop on the road to a new and better life. But today, the island, which sits in the New York harbor across from the Statue of Liberty, is the subject of a turf war between New York and New Jersey that has reached the highest court in the land. Cheryl Atkinson has details. History and tradition clearly say that Ellis Island, all of it, lies squarely in New York. But after all these years, new Jersey begs to differ. And yesterday, New Jersey's attorney general argued his case in the U.S. Supreme Court. A deal is a deal. The deal was signed way back in 1834. It awarded Ellis Island to New York, but gave the submerged land to new Jersey. It was that submerged land that was later filled in 20 acres of it to create most of what is now Ellis Island. New York's attorney general says history speaks for itself. This is an attempt by the state of new Jersey to rewrite tradition in custom, but even a special fact finder advised the court that most of the island should go to new Jersey, with the museum and monuments remaining part of New York. The dueling attorneys general say this isn't the war between the states, just a brotherly dispute.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136445/file/253036#t=2837.62,2946.4"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136445/file/253036/transcript/71336/annotation/29","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"But will the two sibling states be able to share when it comes to bragging rights over the historical gateway to the New World? The New Jerseyans who are watching this case are in their living rooms, and they're asking themselves, why is sharing such an ugly concept for the state of New York? Maybe because they'd have to share the money at stake, $400,000 in sales tax revenue from tourists and souvenirs. But this dispute is largely about emotion and pride. Controversy continues to swirl around state Senator Larry Young as the Senate prepares to take further unprecedented action against the Baltimore Democrat. Ron Matz has been trying to catch up with the senator for a response to all of the latest developments, and he now joins us live from downtown Baltimore with the very latest. Ron. Well, Don, we did catch up with state Senator Larry Young, but he did not have much to say, charged by a legislative ethics committee with betraying the public trust by using his position in Annapolis for personal gain. It appears state Senator Larry Young is digging in. This morning, he appeared in the studios of the radio one group here in downtown Baltimore. He predicted that he will be vindicated. He said, the people voted me in and the people will have to vote me out. And the only words Larry Young uttered this morning, Don, as he got into his car, was tonight at 7 p.m. that referred to a town hall meeting scheduled for tonight at 1501 Division Street. All over Baltimore, people are talking about Larry Young and his political future. If, in fact, he did take money for jobs not being done at Cop and state, if in fact he did take an automobile from an ambulance company, then he should be expelled and he should be embarrassed. I mean, that's a little stiff. You know, I think that's a little stiff. Too stiff a penalty. Definitely too stiff a penalty. You know, for a man to give up his seat. You understand? So that's definitely too stiff a penalty. And Don, Larry Young, of course, has been stripped of his committee assignments, including his chairmanship. The last time that happened, we're told you have to go back into the history books with sometime in the 18th century, Don. Okay. Of course, the legislature opens tomorrow. We understand that Senator Young will not be there. That's right. He is asked, to be off for the first week of the legislature. Just now, leaving the eastern shore, pushing on through Delaware, on, off to sea. We'll go ahead and forget about it. Look out to the west. You don't see a whole darn lot happening. And once again, it's that front sitting just out to our west. Let's go back to that satellite model. It's a good picture. This time and again, it looks like there's a, you know, real nice dry Tonga, some cooler air wanting to come into the region. And that indeed is going to happen. And it is real possible because we're going to have cold, cold air in place. But we get some moisture up here. We could see a wintry mix not once, but twice somewhere in the Mid-Atlantic. I'm not saying it's going to happen here, but right now I actually think we have a better chance of seeing a little winter weather over the next couple of days. Not a lot of winter weather, but a little winter weather than we've had any time this season. Once again, I to find the season from October 1st through right now. Now here's the once again, it's relatively mild this day. We're still going into the low 50s. Area wide 47 Hagerstown. 48 Dover 50, in Salisbury right now, 48 degrees in Chestertown. I'm proud of that because I don't think you can find a company that cares more about folks over 50, especially those who want help in taking care of their own final expenses. They're determined to keep life insurance affordable and your acceptance guaranteed because of a two year limited benefit period, you simply cannot be turned down. They offer a simple whole life insurance protection priced in units at 695 a month. Many folks 50 and over don't think they can get life insurance without taking a medical exam or answering embarrassing health questions. But that's just not true. In fact, this company not only guarantees your acceptance, it guarantees your coverage can never be canceled as long as you pay your premiums. And it guarantees your benefit will never decrease simply because you grow older. That's the kind of lifelong commitment you can count on. Does any other company offer you more than this? First, there's guaranteed acceptance and affordable premiums that never increase. Add to that benefits that never reduce because of your age, plus coverage that cannot be canceled and cash values you can borrow against. You'd be hard pressed to find a company that offers you more. President Clinton has declared several counties in New England disaster areas after a devastating ice storm. Millions in New York, New England and Canada still are without power tonight. Lee Cowan reports that utility crews are having a tough time repairing the damage. As if the thick layer of ice wasn't enough for weary residents here in the northeast. Mother nature had to add wind. The kind of bone chilling wind that turns once hospitable places into a frozen no man's land. Normally lush forests around this part of the country will be a little thin this year. Thousands of trees that have made it through some of the most bitter New England winters couldn't make it through the weight of the ice. How long you been out doing this? Oh, I just got called back today. I'm a summer, but we'll walking rain clear this summer. You know, our poles aren't faring any better. Many reduced a little more than kindling wood. Well, yeah. It's again so slippery. The people on the ground can hardly walk. Utility crews from all around the country are pouring in to help out. Some of it can be fixed, but it's slow going. Much of it has to be rebuilt from the ground up. They're all heroes. But for being out there in these conditions, doing what they're doing in a place that's so used to winters. This storm caught so many by surprise. No longer, they say. Well, they curse the snow. Not after the ice. We catch on CBS news shows in New York. See the ice on the tree behind me. It's incredible. It's dangerous. Back up. We know you know one of the funny. Not. I won't say funny isn't nothing funny about it. But one of the ironic things is that the people in New England right now don't have power to know that there's another storm on the way. They can't get any telephone. I don't mean any televisions or radios, you know, through is a loudspeaker and warning something. It's it's amazing. But I knew fella are going to tell us something. Do. Oh absolutely. We do have some stuff moving away. We'll take a look. Sky eye doesn't show any stuff out there at all right now. That's a good thing. But, we do have some things moving in. Some clouds and some snow moving into our region by, say, the next 24 hours or so into the next day. And I'll explain that right now.
