Don Scott is on vacation. More than 9000 copy workers are off the job today after contract negotiations broke off. Yesterday, workers hit the picket lines in Baltimore and around the country today. That strike is expected to slow. Operator and directory assistance and delay installations and repairs. Workers say they're being asked to swallow small wage increases and reduced health benefits when the companies are making large profits. We do not think it's fair to give back our benefits that we fought hard to get. But Atlantic has mobilized its nearly 20,000 management employees who are now filling critical positions to ensure that we minimize the effect of this strike on customer service. Informal talks were expected to resume today. Formal bargaining will hinge on those discussions. Our 13 background file shows the stumbling blocks in the negotiations so far. The unions and phone company are far apart on the issues of wages and health insurance. The union is also upset over bonuses given to executives. Other issues include cost of living adjustments, temporaries and pension changes. Management personnel are filling in for the striking workers right now, but you still can expect delays on operator assistance calls. Commercial bingo operations in Anne Arundel County are the focus of an FBI investigation. Published reports today say detectives are looking into alleged organized crime ties with Stephen Paskin. That's the owner of the bingo world in Brooklyn Park. Trauma in satisfactory condition. Police say Lobban was shot as he was confront. He confronted the gunman. Police say had just robbed the pizza store. The man apparently walked into the store about 1030, ordered three employees to lie on the floor while he emptied the cash register. Three years ago, workers at Clifton Perkins Hospital protested what they called unsafe working conditions. Now, security attendants at the mental institution say their jobs have again become too dangerous. Some of the attendants say attacks on staff members have become more severe because of understaffing and lack of support from hospital officials. But Perkins administrators say the primary purpose of the hospital is the care and treatment of patients, that the hospital cannot be compared to a prison. Authorities at the state's $21 million supermax prison are considering disciplinary action against an inmate who escaped temporarily by breaking his cell door open with his bare hands. Willie Burnett is serving a 29 year sentence for six charges. In the past, Burnette has broken handcuffs and leg irons with his hands and ripped bunks from the walls of the cells. Prison authorities say Burnette faces an unspecified time in segregation after his actions. Baltimore County executive Dennis Rasmussen says he'd like to see more than $31,000 in state funding used to expand a program for treating cocaine abuse. The County council will look at the request today. Rasmussen wants to double the numbers of clients in the intensive outpatient cocaine program. He calls the project a cost effective treatment alternative to hospitalization. The docket fees and all wages for unloading a mediterranean ship will go to the Cystic Fibrosis Foundation. And today's action is expected to raise about $20,000. The Sparrows Point Shipyard will be a busy place over the next month or so. The shipyard has been awarded a more than $2 million contract for maintenance and overhaul work on a tanker vessel from Philadelphia. Congresswoman Helen Bentley says the contract is important because current yard work is limited to the final phase of construction on a Naval Oceanographic. Oceanographic. We'll talk about that morning in a minute. Chip Orioles catcher and hitting ace Mickey Templeton underwent knee surgery this morning at Children's hospital. Templeton complaining of knee pain after a player slid into him at home plate Friday night. Well, he had arthroscopic surgery this morning. We spoke to Alton surgeon Dr. Charles Silverstein right after the surgery. He tells us Mickey has had a cyst on the outer side of his knee all season and pieces of that cyst. They almost took it right in the chin. However, they have exceptionally strong building codes in Bermuda, plus with it with advanced forecasting. They were told many hours in advance. Prepare yourselves. This hurricane is coming right at you. There's Bermuda. They suffered some damage, no question about it. But because of their preparation, it was minimal. There was a couple of injuries, but no major injuries, no major property damage and no deaths. And that is the ball game. When it came to preparation, when fans of Denard then slipped by Bermuda, it's now well north of the island and it's now showing all signs it wants the dogleg out to the right, out to sea, boom. Their daughter, three year old Ashley Hammonds, was playing with a stray dog Friday morning when it bitter in the face. If the dog is not found by tonight, she has to begin a series of rabies shots. It's a mix. It's got like a collie kind of point face. Like the point where, like, long, shaggy hair has a right collar and a blue tag and a silver tag hanging from the collar. So it very well could have rabies vaccinate already, but we don't know that yet. Now that dog is described as black and shall be about 30 pounds. Collins College's Dr. Ronald Webster, maybe one of this country's foremost experts on stuttering. Now he's got a new invention that could really get stutterers talking. This is it. It's called a fluency master. Why don't we try that? Put that in. Let's see how this works. This device amplifies the stutterers voice back into his ear. Sort of like a hearing aid. It's based on the now accepted principle that stuttering is largely caused by physical problems within the year that prevent the stutterer from hearing himself speak. That's fascinating. It really it's a very interesting sound that I'm hearing. And this helps stutterers hear their voice better. That's great for stutterers. The device can have rapid results and the effect in about a third of the cases with the stutterers to show immediate and dramatic improvements in fluency. To understand how advanced this device is, you should see some of the older things stutterers used to use to help them speak. Devices like this one, which you had to put an earphone in this way, and this was the microphone you had to attach to your throat. And then this was your control device. Now, stutterers can do away with all of this and basically just wear this device, which is the size of a hearing aid. What we've tried to do is make something is really user friendly and practical and will function very much the way a set of glasses would work for most of us. Dr. Webster hopes a local company can start mass producing his device for about $1,000 a copy. That's a bargain for stutterers who can't wait to start talking. Those electronic barcodes used at the supermarket checkout lines may soon help you program your VCR. Barcodes on items in the supermarket, make checkout lines move faster. Now, that same idea may make programing your video cassette recorder easier. Several companies are pushing a new line of VCRs that read barcodes. The basic idea has been that VCRs have been very difficult to program for many people in the past. It always required stooping over a VCR and pushing a full sequence of different buttons, and it became very cumbersome. And the company found out, Panasonic discovered that many people were not using them to the fullest extent, so they developed barcode programing. Here's how it works. The VCR is come with a wand, usually within the remote control box. However, some cable TV guides have been regularly running barcodes, and if you forget to program your VCR before you leave the house, this recorder is capable of being programed by phone. A 24 year old County man says he can barely read or write. And his high school diploma isn't worth the paper it's written on. A series of failures have left the man wondering why he was ever allowed to graduate from a Baltimore County high school. As education reporter Debbie Wright explains, he's taking remedial courses at a community college to try and make up for it five days a week. Michael Cook says that he loves school. Denise And in order to do well, he's got to try a lot harder than most people. Do you think that you should have graduated from high school? No, I think I should. Went another year. Michael's vocational rehabilitation counselor says that Michael is learning disabled. That does not mean that he's retarded and it doesn't mean that he cannot learn. In fact, he's of average intelligence. He just needs real specific learning strategies to overcome some weaknesses. But the diploma Michael got from Kenwood High is a regular state certified diploma. And the fact that he still can't read well enough to do something like take a military entrance exam leaves Michael with some bad feelings about it. So what do you think your diploma is worth? Nothing right now. Now, Michael was taking remedial reading and brush up math at Essex Community College to improve skills. The 24 year old feels that he should have gotten in high school, but the director of Baltimore County High School Instruction defends the county's programs, although he's not familiar with Michael's specific case, that individual in 82 would have earned 20 credits. It seems inconceivable that he would have passed the number of courses required for graduation without showing some proficiency. Dr. Lynn Meyer says the county does not simply push students along by what some call socially promoting them. And also, he says, Michael may have failed the military exams because of his learning disability. But a family friend that Michael lives with once the 24 year old to consider suing the school system. I think Mike was deprived. He was taught, but I think that he wasn't given. Following up on last week's murder of a 14 year old boy tonight, the man suspected in the shooting remains behind bars for the second time. 21 year old Courtney Williams was denied bail today. Police say Williams, who has been living in Miami, was driving on Massachusetts Avenue last week in a red Firebird when he leaned out of the car and fired into a group of young people. 14 year old Burnell Briggs was shot dead on the street. Police believe it was a case of mistaken identity. Maryland's prison crisis brought key legislative leaders together with the public safety director this afternoon to hear his plan for handling an inmate overload. The group met behind closed doors with Governor Shafer to discuss Bishop Robinson's plan to handle the growing population. I'm woefully overcrowded. You're absolutely right. But we have the situation well in hand. We are going to stay with the Action Agenda plan. There will be some changes, some delays, some acceleration. Tonight, security guards at Clifton Perkins Psychiatric Hospital say they want more help and protection on the job. Encounters with violent patients this summer have left one guard with his fingers literally bitten off. Another guard sent to the hospital for chest surgery. And if he has a report, you can only get room and board here at the Clifton Perkins Hospital if you commit a violent crime and the court thinks you're insane, the most violent patients stay behind triple locked prison doors. Sometimes they aim their violent outbursts at security officers. One of them sent Lawrence Hebron to the hospital last month with chest and back wounds. He's still healing him in my left chest with his elbow. And we got the wrestling with him and he knocked knocked me over some tables. Hebron wasn't the only person hurt here. They have nearly 50 violent attacks a year at the Perkins Hospital. One inmate, literally bit of guards, fingers off. The officers know that they may handle violence, but they say they are often outnumbered. On the weekends. We only have six, 6 or 7 people and we owe 15, 15, 20 people. So the week less violent on the weekend. Now, medical director Dr. Steven Siebert says he knows this can be a dangerous job, but he never heard the complaints until he heard the news reports today. Right now it is an orientation program, but I anticipate that changing to be an annual type of update. The patients inside Perkins are special cases. They aren't convicted criminals because the court said they weren't mentally competent. And the guards say they have to be careful not to hurt them even if the patients start a fight. That's what put Lawrence Hebron in the hospital. If you use too much force, then you're jeopardizing your job. And if you use too little, if you lose you all, you you end up like me. Andy Field, Channel 13 Eyewitness News. The Perkins Hospital Management says it will be happy to sit and talk with the union to see how they can solve the dangerous security problem. Over 9000 C and P workers are on strike tonight after talks with management broke off while picket lines form in front of camp headquarters. Managers and supervisors say they're filling in for the striking workers. Marilyn's employees join more than 150,000 communications workers of America on strike in 15 states and D.C. No talks have been scheduled today on the three year contract. Neither side is saying when negotiations will resume. In Boston today, 14 people were arrested for allegedly blocking the entrance to a telephone facility while they were walking the picket line. Meanwhile. Healthwatch reporter Ann Kellan spoke with his surgeon right after the operation and has a report. Ideally, what he's probably trying to do is knock that ball out of out of Pendleton's grasp right here. But you can see the plate well to his right. On Friday night, Rangers pit in cavalier slide to home court Mickey Templeton in his weak spot, his knee. Ironically, three weeks ago, Mickey talked about the importance of keeping those legs in shape. Your legs take a pounding every day from the getting up and down and squatting in your lower back. You have to try to keep it strong to all. The weight training didn't help on this play. At first, doctors thought the excruciating pain came from a torn cartilage. He had had a little bit of difficulty before that, but this was much worse and he had difficulty walking on it. So this morning at Children's Hospital, Ted underwent arthroscopic surgery, similar to the procedure you're seeing here. Instead of opening up the knee, the surgeon makes tiny incisions big enough to feed a light source and small surgical instruments to analyze the knee and even cut away debris if necessary. What doctors found was a cyst on the outer side of Ted knee. He's had this cyst all season, but pieces of it were causing pain. What I did was to remove all of the wall of the cyst and assist itself. Dr. Silberstein tells me the fact it was a cyst and not a torn ligament is good news. It will heal better, he says. But the recuperation time may take as long between 3 to 6 weeks. I would say that it's probably going to take at least three weeks to get over the surgical reaction, the swelling and what have you. It really depends on how much swelling he has over the period of the next couple of weeks. Soon as his swelling is no longer present, he can start working out, start taking some batting practice and a little bit of running. Dr. Silberstein says Mickey has had that cyst before the season, but since it wasn't causing pain, they decided to wait and hoped it would not act up. If we had taken it out, he probably would have missed the first six weeks of the season. And what we've seen Mickey do the first half of the season, that was a wise choice and hopefully Mickey will be back in the lineup before the season's end. Ann Kellan, Channel 13 Eyewitness News. A Maryland teen has undergone an unusual treatment at Washington's Children's Hospital, one that uses maggots to clean up dead tissue. 17 year old Shannon Dillingham is suffering from a serious bacterial infection. Doctors say they need to clean a large area of dead skin from her legs, but that neither antibiotics nor other traditional methods would work fast enough. So more than 1500 fly larvae were used. They just thought it was a nice place to live. Today, new monsters shake the earth and wherever they move. In Maryland, Dr. Peter Krantz is usually close behind. Looking like Moses in a pith helmet, Kranz is tapping rocks ripped up by 20th century progress in search of dinosaurs. We've collected fossils in downtown Washington of Connecticut and am street of dinosaur bones have been found in Baltimore, downtown Baltimore. 100 million years before the Beltway, Maryland was swamp ground at the edge of a sea. A carnism eat Fido saw world long considered played out of fossils. That is until Peter Kranz began putting people's noses back in the dirt right there. To. Sitting right on the top. 90 to 95% of what's in the museum is there as a result of amateur discoveries. Some people have a knack for it. Some people don't. All we have to the mayor's office. And what I get no satisfaction. You can't come on board. That owl is a mess. And it's been a mess for quite some time. Where does all the garbage come from? From the people up in these trucks and things on it. Dumping up in the alleys while the people sleep because they never see anybody. The neighbors kept asking the city to clean this lot for four months. Nowhere near as controversial as the one he hit to beat the California Angels back on July 15th. But just as dramatic, 3 to 2 was the final yesterday. The Orioles now lead the American League East by two and a half games over the Red Sox. And as Ann Kellan reported earlier, catcher Mickey titled and underwent successful knee surgery this morning at Children's Hospital. And the good news is it was a cyst and not cartilage or ligament damage that caused Mickey the problems over the weekend. This was the play on Friday night that may have caused the knee injury to Titletown Pete and Camelia coming running down the third he barrels into Cheddleton but with a good news that reconstruction was not necessary. The Orioles are now cautiously optimistic about a return. And now that this is done, it wasn't real cartilage damage that you can say. Hopefully he'll be back. How long? Published reports of alleged an FBI investigation into his past. And there's also been a delay on the renewal of his operating permit. Similar charges against several bingo businesses have politicians and owners battling over these bouncing balls, a battle the county executive says centers around the alleged organized crime connection. In recent years, it's been brought to our attention that there are people with, shall we say, unusual backgrounds and paths. And we think it's important that we look into it and question it. But the Hollywood, Florida owner of Bingo World, Steven Pascaline, not only denies the rumors, he says the county already checked his background three years ago when he opened. My attorneys and myself have complied with any requests that the county has ever asked us for, and this is just doesn't make any sense to me at all. Mark Van Austin gave his money to Lawrence McGary, who claimed to have divine inspiration to mine in Idaho. And many people did put up their money because McGary told them that the Lord had a plan and he was doing God's work. We're going to pay you 0% interest on that money. Tonight, for the second time, the suspect in last week's senseless killing of a 14 year old has been denied bail. A judge today ruled that 21 year old Courtney Williams should remain behind bars until his trial for the murder of young Brunell Briggs. Police say Williams may have been aiming for someone else when he leaned out of a car and shot into a group of young people. There was a meeting of the minds in Annapolis today to try and find a solution to Maryland's prison crisis. A group of legislative leaders, public safety director Bishop Robinson and the governor spent the afternoon behind closed doors. Robinson still wants some inmates to be housed at the Maryland pen and in unused areas of the Jessup House of Correction. And he is stressing rehabilitation, not just incarceration. Officials at the state's new supermax prison are trying to decide what to do with a particularly strong inmate. Corrections officials say. Really Burnett is so powerful, is able to open the heavy steel door to his cell with his bare hands. Burnett is serving a 29 year sentence on a variety of charges. He has been separated from the rest of the prisoners. It seems inconceivable that he would have passed the number of courses required for graduation without showing some proficiency. Cook is now taking remedial reading a prime location for a parking lot or a piece of history. That's the dilemma tonight in a small corner of Fells Point, the 19th. Andrea Koppel reports. Preservation takes precedence over progress. For now, this fence may be shut now, but it wasn't late this afternoon when bulldozers created this pile of bricks. The bricks used to form a wall in this house on South Caroline Street, a house that neighbors say is part of historic Fells Point. Up until this afternoon, a permit was not in the hands of the demolition crew. The permit was issued late this afternoon. And the damage that you see in the wall happened in between 5 and 6:00 at night. This evening, some of these people have lived here for a decade and will tell you that what's happening here is just not right. There were no signs posted on the house to say that there was a permit pending. There has been no contact with the community whatsoever, which is normal procedure for the planning department. So we're mystified. At first, doctors thought the excruciating pain came from a torn cartilage. You'd had a little bit of difficulty before that, but this was much worse. And he had difficulty walking on it. So this morning at Children's Hospital, Ted Olten underwent arthroscopic surgery, similar to the procedure you're seeing here. Instead of opening up the knee, the surgeon makes tiny incisions big enough to feed a light source and small surgical instruments to analyze the knee and even cut away debris if necessary. What doctors found was a cyst on the outer side of Templeton's knee. He's had this cyst all season, but pieces of it were causing pain. What I did was to remove all of the wall of the cyst and assist itself. And apparently what had happened was that a piece of that cyst wall had gotten trapped and was behaving like a piece of torn cartilage would. The arthroscopic surgery today was a success. Dr. Silberstein tells me the fact it was a cyst and not a torn ligament is good news. It will heal better, he says. But the recuperation time may take as long between 3 to 6 weeks. I would say that it's probably going to take at least three weeks to get over the surgical reaction, the swelling and what have you. It really depends on how much swelling he has over the period of the next couple of weeks. Soon as his swelling is no longer present, he can start working out, start taking some batting practice and a little bit of running. Dr. Silberstein says Mickey has had that cyst before the season, but since it wasn't causing pain, they decided to wait and hoped it would not act up. We're going to watch this activity down here because it appears that some of this moisture will head back in our direction by Thursday and Friday. Speaking of moisture, Hurricane Dean, it's still there. Look at this. It's going at 95 mile an hour winds. Still quite a strong hurricane. There you see it. But it's affecting Newfoundland, Nova Scotia, Sable Island, as it heads to the north and eventually the northeast at 30 miles an hour. It's really moving. Forrest Sawyer. Her name is Louise Brown. A happy, healthy 11 year old girl who changed the world the day she was born. Louise was the first of the world's 15,000 test tube babies conceived outside her mother's body, the developing embryo implanted in the womb. Since that day, medical science has plunged us headlong into a brave new world where embryos can be created, frozen and thought out when they're wanted. Potential human life held in a shadowy limbo. And we find ourselves confronted with questions we've never had to consider before our embryos, property or children with rights of their own. Who decides whether they are to live or die? Last year, in a painful procedure, surgeons removed nine of her eggs and they were fertilized with her husband's sperm. Doctors let her look at the embryos much like these through a microscope. It was a great experience, you might say. Just seeing the life, seeing them grow seemed divine. It was. It was fantastic. Two embryos were implanted in Mary's womb, but the procedure failed.
