Pilots familiar with the aviation division say it is run with inadequate regard for safety and that there has been pressure from top management to fly missions in poor weather. Five former and current state medevac helicopter pilots, some of whom requested to be anonymous, contended in separate interviews that the division commanded by Gary Moore has inadequate standards for pilots and lacks proper training and safety programs. There have been three fatal state police helicopter accidents since 1970. The most recent three weeks ago, as dense fog enveloped the Baltimore area In the hours before dawn, a Frederick County deputy police zero who came in a lawsuit that he was sexually harassed by a superior has accepted $35,000 for an out-of-court settlement. The deputy, Leslie Graham, who is still the department served, and Robert Sarah Graham, one of the three defendants, say they would have preferred that the civil rights case go to trial. But Mrs. Lanham said she preferred she was persuaded, rather, against the jury trial by the prospect of having to pay the defendant's attorney fees if the jury rewards were to be less than the settlement offered.
