Why? With Marty Bass. Meeting the homeless head on is a major concern of Baltimore's mayor. Today, he continued his assault on homelessness by announcing the city's new agenda for helping those without homes. Just moments ago, Mayor Kurt Schmoke ended a news conference on the city's efforts to help the homeless in the coming year. The city plans to increase its shelter space by adding 55 emergency beds and 105 year round beds. Federal and state governments are adding an extra $25,000 to the fight. In addition to the extra money, the city wants more volunteer help and plans to recruit more churches, synagogues and community groups to provide shelter for the homeless. More money is just what one shelter for homeless needs. Christopher's place is in need of a new van. And as Andrea Koppel explains, the shelter uses the van to help the homeless get back on their feet. When you're unemployed and homeless, time is the one thing you can't afford. Some choose to spend it sitting around. Others, like these men, spend it in search of a job. They know there's always a job out there, and you just have to apply yourself for it, you know? So sooner or later, somebody is going to turn around and give you a chance. Bradley has experienced firsthand the added burden a homeless man carries when he interviews for a job. Everything was working out fine to have an interview, and they set the wage and everything. And then they found they took the car and they called Christopher's place and found out I used to come here and they said, Well, no, we don't want that guy because I don't think he'll fit in. But how can an employer give you a chance if you can't afford a bus and it's too far to walk? You know, and then there's a little hope, you know? Schaffer says he couldn't fit all the men that wanted to go on interviews today into his wagon. But until Christopher's gets enough money to buy a van, his wagon will have to do. Andrea Koppel, Channel 13 Eyewitness News. Christopher's place is currently taking donations to help them buy a new van. After several court delays, a seven man is in court today to face drug charges. Police arrested Charles penalty in November of last year and charged him with trying to sell his infant child for cash and cocaine. The baby selling drugs have since been dropped, but indictments of cocaine and marijuana distribution remain. His trial began at 10:00 this morning. Maryland state police are asking for your help in closing down a major theft ring. Police have arrested six people believed to be part of a ring responsible for stealing $1 million worth of lawn and garden equipment. Police recovered about $100,000 worth of goods stolen from all over central Maryland. If you have any information about the ring or if you believe you may have had something stolen by it, call the state police. Police sent an underage police cadet to buy beer at 14 stores and then sold the cadet the goods without asking for any identification. State law prohibits the sale of alcohol to anyone under the age of 21. Federal regulators have found new violations at the Calvert Cliffs Nuclear Power plant. According to the Baltimore Sun, the Nuclear Regulatory Commission found workers at the plant neglecting safety procedures. This just four months after the NRC placed Calvert Cliffs on a federal watch list, a list of plants needing close attention. If poor performance continues, the NRC could order a plant shutdown or a stiff fine. Rising prices at the gas pump could climb even higher this summer. The average price of gasoline has already jumped $0.10 in the last month. The biggest boost in prices since I started tracking fuel costs eight years ago. The main reason for the increased increase. OPEC members have agreed to cut production, and that has hiked the cost of a barrel of oil. Now, some customers are blaming the Valdez oil spill for the increases at the pump. But industry officials say the spill has had no impact on the cost. On the East Coast, our energy bills could be going up if the world keeps getting warmer. A new study says global warming by the year 20 10th May require 86 new power plants to keep our air conditioners running. The world temperature is rising because of buildups of carbon dioxide and other gases that trap heat up in the atmosphere. Crew members of the Exxon Valdez are leading off the list of witnesses at hearings in Alaska. The National Transportation Safety Board starts its oil spill hearings today. Meanwhile, seven otters happily swam to freedom this morning. They were successfully treated for oil contamination at a rehabilitation center in Valdez and were released into clean Simpson Bay with radar clips for monitoring them. And Coast Guard pilots today helped guide Alaska fishermen away from oil as they began the first 24 hour halibut season of the spring. Tens of thousands of Chinese citizens still occupy the capital city's main square, demanding democratic reforms for their country. The students occupation disrupted plan summit celebrations for the second day in a row, forcing the Chinese government to cancel or relocate the activities. The Chinese protesters hope Gorbachev will back their cause and help promote political reforms in communist China. In Panama, the United States is again taking the initiative to trying to oust military strongman Manuel Noriega. The Bush administration is asking Latin American countries to follow the American lead and withdraw their ambassadors from Panama. Arthur Davis, the U.S. ambassador, left Panama yesterday after accusing Noriega of ordering the attempted assassination of an opposition leader on Wednesday. Davis says the Panamanian people have repeatedly been victimized by Noriega's brutality, but they are heartened by their Election Day victory. The Organization of American States meets tomorrow in Washington to discuss whether a common stand on the Panamanian situation is at least possible. So you could be just the person Maryland state troopers are looking for. Investigators just cracked a year old case where thieves drove off with $1 million in lawn tractors. Andy Field shows us how one mistake landed the suspects in jail. About a year ago, expensive John Deere tractors began vanishing all across Maryland's Carroll County. One by one, they disappeared from their owners garages and backyards. Police couldn't locate the missing machines until dealer Ray Finch stepped in to help find the crooks. The thieves were very, very professional. They rarely left a trace. They were rarely seen or, in fact, never seen. The tractor thieves simply didn't throttle the engines, drive away. The tractor nappers might have gotten away with their million dollar rip off if it hadn't been for these lawnmower attachment brackets. These parts rarely need replacing, and the thieves forgot to take them when they stole one of the tractors. So police found the parts and the crooks for parts computer traced any sales of those particular parts to any locations here in the Maryland area. Police say Lewis Ford of Randalstown and Russell Ford of Woodlawn masterminded the clever tractor disappearing act. They and three other men could spend years in jail for their alleged moonlighting stolen machinery business. But you are in just as much trouble if you bought one of their tractors for a ridiculously low bargain price. The tractors are slowly re materializing. Now the police have caught thieves, but there are still nearly 50 stolen machines around the state. You only have one week to tell police you have the machine. If they find you after that, you could face jail time for receiving stolen goods. Andy Field, Channel 13 Eyewitness News. Another reminder, state police say they won't charge anyone who bought the tractors if they hear from them within a week. If you bought a new car at Nissan in Annapolis, the attorney general has an alert. The ring was blamed for shipping up to 40% of the cocaine in the Annapolis area. 23 people have been arrested, including residents of Jamaica and Panama. Police seized cocaine, cash and weapons in the raids. Howard County police are stepping up their drive to keep alcohol out of the hands of young people. Ten liquor stores and restaurants in the county are being warned tonight to stop selling alcohol to minors. Police tell us ten of the 14 stores did just that with an 18 year old police academy cadet bought beer without being asked to show his I.D.. Warnings were issued by police who seemed to be stunned by the high number of sales to the good that. Shock me. I've been doing this particular job for nine years and I was really upset and shocked that so many ten out of 14 sold. But one store owner thought the 19 year old kid that looked a lot older and believes the high number of sales may have been the result of his appearance rather than any intentional wrongdoing. Carver County commissioners are pushing to learn more about Baltimore Gas Electric's latest safety violations at its Calvert Cliffs nuclear power plant. The plant remains on the nuclear regulatory list of troubled facilities around the country. During a meeting today, a big and a spokesman told the commissioners. Money problems have created a new crisis for one Baltimore homeless shelter. Christopher's place has been without a van since last November. The shelter can't afford to repair its old van or to buy a new one. Andrea Koppel explains why this is so crippling to the men trying to change their lives. When you're unemployed and homeless. Time is the one thing you can't afford. Some choose to spend it sitting around. Others, like these men, spend it in search of a job. They know there's always a job out there, and you just have to pay yourself for it, you know? So sooner or later, somebody is going to turn around and give you a chance. Bradley has experienced firsthand the added burden a homeless man carries when he interviews for a job. Everything's working out fine. Tonight, owners of the Hamilton Park Apartments in northeast Baltimore are facing a $150,000 civil rights lawsuit. The suit was filed by Baltimore Neighborhoods Inc. of Fair Housing Group, which says black and white testers were treated differently over the past six months. It claims the white testers were encouraged to rent. The blacks discouraged Eyewitness News contacted one of the building's co-owners and she says there are black tenants living in Hamilton and they do not discriminate. They are shocked and confused by the lawsuit. Tonight, the Baltimore City Council has contracted a strong case of lotto fever. He has until May 31st to decide. Baltimore City Hall has been a little quieter the past two weeks. That's how long City Comptroller Hyman Pressman has been off the job as he recovers from a mild stroke. Today, for the first time since his illness, the watchdog of Baltimore spoke with Richard Sher. For 26 years, Hyman Pressman has been known as the city watchdog, the poet laureate, the mayor's friend and outspoken comptroller, and a very colorful politician. But I need your vote. I need your vote. Guess what? You got it. You got it. Today, Hyman Pressman is taking things easy, spending most of his time resting and watching television. Lake Clifton Easton High is no stranger to the mock trial that schools from all over the state compete in. The principal's office is filled with pictures that show how the school has been a finalist for the past seven years, taking third in 1985 and second last year, making this year's victory even sweeter. And the whole school is sharing in the victory. I really think it was a nice a pretty positive for school spirit, That's why the mock trial competition is actually just a small part of an entire program here at Lake Clifton Eastern High School that's designed to give students exposure to all aspects of the law. As part of the social studies department, students can take courses on a program called Law Related Education, where they learn a variety of law related subjects that will go from having the opportunity to be in and out of courtrooms and domestic courts, civil court. And we have youngsters who've been to the Maryland State Police. And as you might imagine, many of the team members want to pursue legal careers. Why do you want to be an attorney? Because I think I'm good. I think I make an excellent attorney at and I've had a chance to see what I can do in the courtroom. Isaiah Anderson is an artist and he calls this just telling a story, and with every brushstroke he's adding a word. With every painting. He'll never tell you unless you ask. But Joseph Anderson's life story is America, one of seven children orphaned when his grandmother died? At one point, he was required to recite the entire Bible before the church congregation. It was difficult because sometimes things would get so confusing that you just want to stop. And as I mentioned earlier, a flash flood warning is now in effect for the lower reaches of the Potomac and the monotonously river in Frederick County. Heavy rains north upstream up in the mountains of Pennsylvania will eventually feed into that system. So there could be flooding later tonight and tomorrow as that water comes down stream. Our high only 60, a low 56. Well, the clouds northerly winds more at 12 to 25. It should start off gray and cloudy, perhaps even drizzly. And then we should see some brightening in the afternoon. Bands of rain continue to rotate around an area of low pressure. Normally you take a look at this stuff and say, well, it's moving out, no problem. Unfortunately, this precipitation in Pennsylvania is moving in this direction. So here in Baltimore, we're getting a little band of rain right now. It might stop for a while and then pick up again this evening as the secondary band slides through the region and moves eventually out. It's going to take a while for this to happen. High pressure, a wedge of it will move in and gives us nice weather for Thursday, Friday and Saturday. By Sunday, we can see some more thunderstorms with this activity in the central plains. Temperatures pretty consistent 70s, 60s and northeast 80s across the southern tier 80s in the California and the desert southwest. The forecast for the next 24 to 48 hours, some drizzle or light rain and fog low 53. Some of the rain could actually be moderate to heavy in some areas. And for tomorrow then morning clouds drizzle, some rain, then some some afternoon sun. Tomorrow's high 70. It could get in the upper 70s by the latter part of the week. The children of raised enough money recycling cans to buy art supplies for their school. Today, the governor sent a message of support and congratulations for the students at this school. The American Heart Association recommends the average adult consume no more than 300mg of cholesterol every day to prevent heart disease. Finally in Health Watch, we continue our Eyewitness News Extra on cancer Fight to Win. Tonight, we look at the number one cancer killer in this country, lung cancer. I have to warn you, we do show you a graphic picture of a lung with cancer. As the people you meet tonight will tell you when they heard they had cancer, most thought that they were going to die from it. I just felt Tara didn't feel good. I had a process that wouldn't go away. Coughing and just feeling extra tired. All three men were told they have lung cancer. The lung cancer incidence has doubled really in every decade since since the turn of the century. I had tests made and the tests proved that I had cancer, but I didn't know what type. And eventually they took biopsies of both lungs and found out that I had lung cancer. We're on a rapidly expanding curve. We're going to see more than 150,000 cases in the U.S. alone this year. 90% of the people that get the disease are going to die of lung cancer. Get my things in order because usually they don't last that long. Charles Jackson is one of the few to beat the odds. Today, chemotherapy, radiation and sometimes surgery are the treatments for lung cancer. And while the odds of survival are still low, Moore with lung cancer are living longer. But the treatments can be rough because nausea throw up, diarrhea. Lost all my hair. Just a miserable mess. For John, his first chemotherapy treatment did not work. He's trying an experimental one now he hopes will shrink the tumor in his lungs. Like chemo. Worked for Charles ten years ago. The doctor had told me. He said, Now it works. Some cases it works. Some cases it has shown in about 2 or 3 months. So it's work. The single most common factor that's associated with lung cancer is cigaret smoking. When I was young, I smoked. I didn't start until about 18. I only smoked a few years and I did work around a lot of chemicals. According to Dr. Eisner, industrial chemicals like asbestos are definitely linked to lung cancer. Recent studies show the combination of inhaling pollutants along with cigaret smoking is like using a loaded gun on yourself. Smoking cigarets. It's not only linked to the cancer, but can trigger a substance in the body making the cancer grow faster. This is what cancer of the lungs looks like. It's ugly and deadly. While white males are hearing the message, white women, black men and black women are smoking more than ever. Here's a go. Some of our stuff about six, seven years ago. He's won 59 of those games in his past three years at Ohio State, winning almost 20 a year. The boy's seven year old Joshua Brand, swallowed several narcotic pills left on a school bus by another student. The pills turned out to be Ritalin, which is used to control hyperactivity in children. The father is suing the board because he says the strict drug policies were violated and that officials took too long in getting medical attention for his son. Federal Judge Joseph Howard has raised eyebrows locally. Or you can bet every lawyer in towns following that case. Two years ago, 24 year old James Buffington hanged himself in a cell at the Wilkins District Police station. He had been picked up and held for a psychiatric evaluation there after a family member found a suicide note he had written. Buffington family sued the county, claiming the police had callously put their son into an isolated cell knowing he was suicidal. Judge Howard agreed. In fact, he said the county had been deliberately indifferent for at least a decade in such cases, and he awarded the Buffington $185,000. Now the Buffington attorneys William Gately and Daniel Whitney of Sims, Bowen and Sims want their money. Yesterday, Judge Howard ordered the county to give it to them $431,000, which is about two and a half times as much as the Buffington family got in their time of great pain. It's an interesting message, even beyond the morality of the attorneys getting more money than the bereaved family. The county could have settled out of court for $100,000 plus maybe $20,000 in legal fees. That would have been about a half million dollars in savings. Scary. Part of Judge Howard's ruling is what it implies. Settle out of court, even if you think you're right. It may cost you money, but you may save in the long run on attorney fees. I'm Michael Lester. Green was scheduled to testify in the drug related murder of his best friend, but was gunned down on Old York Road before he could appear at trial. Carver is being held without bail tonight. Testimony is underway in the federal investigation of the Exxon oil spill in Alaska. 3rd May, Gregory Cousins, who was in command of the tanker Valdez, told a federal panel that he warned the captain they were heading for serious trouble just seconds before running aground. And that accident caused this nation's worst oil spill 9/10 of a mile between the northern edge of the reef and the leading edge of this ice floe. It's very clear that they're intending to take no responsibility for the cleanup themselves and intending to pass that cost directly on to the consumer. Coalition organizers say it's happening right at the pump. They charge the company with hiking the cost of a gallon of gasoline $0.11 in the month after the oil spill to help pay for the cleanup. They want consumers to tear up their Exxon credit cards to show their anger over the company's cleanup efforts. Anger that has already led Jenny Stokes to hang this crudely painted bedsheet in front of her window overlooking an Exxon station. Maybe the people who stop in there will think about where the gas comes from. It's time to chill out. You know the earth is getting all dirty. Exxon dealer Paul Russell applauds Stokes right to free speech but thinks a boycott is dumb. I don't think it would be effective. It's a very small portion of Exxon's business. He hurt us, not them. His business is off 10%. Can't take 10% off of the margins. We're working is still running pretty tight. Good. Yeah. Tonight, a public hearing was held at city Hall to discuss legislation that would require air conditioning in all privately owned nursing homes. A number of people testified for and against that idea. What you will find is that a lot of these homes going out where they are not any there is not any air conditioning indicated in your room. If you go there tomorrow and you go to the offices of. Administrator and the owner, you're going to find the air conditioning. Common is a subjective thing. People have different values. So people would rather sit by the window. Some people would rather sit in the air conditioned room. I think there has to be room for the owners of city nursing homes. Many buildings are too old to be converted to air conditioning, while others argue it's worth any cost to make sure elderly patients are in temperature controlled buildings. More problems at the Calvert Cliffs Nuclear Power plant tonight. Last December, the Nuclear Regulatory Commission placed the plant on its watch list. Since then, the NRC has discovered four violations, including a number of instances where workers did not follow procedures and failed to catch potential safety hazards. Neither of Calvert Cliffs two reactors are now generating electricity. These new violations could cause the NRC to shut the plant down. Tonight, state police have cracked the Stolen Lawn tractor caper and five men are behind bars. Opposition candidate Guillermo del Toro was released from the hospital today after being attacked by Noriega forces. The threats of the government will not stop us. We're getting some totals now for the first two weeks of May, some of the northern western suburbs of Baltimore, about 8.75, 8.75in of rain fallen from a zone from northern Virginia into central and northeastern Pennsylvania. And that is a lot of rain, some record breaking rainfall amounts. The city area a little bit less generally, about between 5 and 7in of rain for this month. All right. We do have rain. So showing up, Worcester County, southern parts of Delaware and some light rain showers north and south of Baltimore, also east of Richmond. This rain activity in northern Virginia will probably swing through our region overnight. So still risk of some more rain overnight tonight, but none of it right now. It looks like it's heavy.
