This is Eyewitness News. With Richard Share. Pat warrant. Weather with Bob Hopkins. Sports with Chris Ely. It is one last attempt to avoid an invasion. Jimmy Carter and his party are in Haiti tonight. They were greeted by protesters when they arrived for the very latest. We go now to Port au Prince and here is reporter Nathan Thomas. Haiti's military leaders had said they would talk with the American delegation led by former President Jimmy Carter, but no one said it would be a warm welcome. From the time the visit was announced last night, government radio and television began urging people to show up at the international airport for a nonintervention demonstration. The plane circled the field to check out the runway, which until hours before, had been barricaded with cargo containers to prevent uninvited landings. Members of the military backed government greeted the Americans, but the three men the delegation came to meet with were not there. The meetings they will have are being described as a last ditch effort to prevent an invasion. We have a very simple but very important mission in Haiti whose mission says simply because of a thought on how to work with Haitian officials to devise a peaceful implementation of the policies of the United States government. And the resolutions passed by the Security Council of the United Nations. As far as the Americans are concerned, the only topic for discussion is the means by which General Lou Cedras, General Phillipe Biondi and Lieutenant Colonel Michel Francois will voluntarily leave the country. Argentina and Panama have both offered to grant asylum if it would prevent a military invasion. But if the scene at the airport is an indication of the tone of the meetings, there seems to be little reason for optimism.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/115818/file/219686#t=5.68,124.22"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/115818/file/219686/transcript/62488/annotation/2","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Crowds surrounded the American delegation, cars chanting Democracy. If either their supporters or their enemies found out they were planning to leave. Getting out alive could be very difficult. Nathan Thomas, ABC News, Port au Prince. Even if the delegation succeeds in reaching a deal with the Army leadership, U.S. officials say that an American military presence in Haiti is inevitable to keep peace while democracy is restored. Well, with the crisis in Haiti at a boiling point, people in our area are getting heated up about it, too. The weekend team's Ron Matz says opinion is sharply divided on what appears to be imminent US invasion. I think they should go for it. I think they should stay in business. As Haitians flee their capital of Port au Prince. Shoppers are jamming food stores with an invasion looming. The people are leaving any way they can. Captain John Powell says it's an emotional time for soldiers heading to Haiti. He knows he flew a plane like this, F-18 in Desert Storm. I don't think this type of operation will have the same. A local expert on Haiti says President Clinton has handled the crisis poorly. There are some times when when you have this opportunity as commander in chief to use force relatively painlessly and but by delaying it, the cost can be greater. And it's that potential cost of American lives that fuels the debate over Haiti. I'm all for it. I support it any way they can. I just hope it doesn't take long and we don't lose a lot of lives. I think it's another senseless reason for the United States to be elsewhere in a defense situation, a situation that poses great risk for the president if he is forced to invade. And it will be a last ditch draw for him. Any kind of casualties are going to be magnified because it'll appear as if we telegraphed our punch, a punch that could be thrown very soon. For the weekend, team Ron Matz, Channel 13, Eyewitness News and Eyewitness News will have the very latest on the crisis in Haiti tonight at 11. Turning now to other news on this Saturday night in Baltimore. In Maryland, Baltimore County executive Roger Hayden has asked of the controversial Moving to opportunity program be canceled. In a second letter of facts to HUD. Hayden argues the program shouldn't even begin here because funding for its expansion has been cut. There had come out, there had been some articles where the feds had come back and they had canceled all except the current fiscal years part of it. So what that did was take a program that even they had designed to last some sort of lifetime and chop it to one year. It doesn't make sense. The controversial program would move low income city residents to homes of their choosing out in Baltimore County.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/115818/file/219686#t=232.17,331.08"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/115818/file/219686/transcript/62488/annotation/4","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Hayden originally asked HUD to delay implementing the program here, but after learning no more money would be put into him, he only asked to have it canceled. Baltimore City police tonight have charged a six year old suspect in Thursday's double murder in East Baltimore. Eric Charles Smith of the 500 Block North Street Fourth Street, charged with two counts of first degree murder and attempted murder, plus weapons violations. Police say that Smith shot and killed two men who were riding on East Monument Street on their bicycles at around 1030 Thursday night. So far, police are offering no motives at all for these shootings. That 2000 community volunteers and city workers are cleaning up 10 to 12 city neighborhoods plagued by crime, drugs and dirt. It's called Neighbors United. And early this morning, workers were out with their brooms and paint brushes, sweeping alleys, painting fire hydrants and removing graffiti from Pimlico to Fells Point. This comes from the mayor's office as a follow up to the series of drug raids and clean sweeps in this city this summer. While some city residents are working to take back their streets, the Paterson High community wants to take back at school. Parents, teachers, students and community leaders say they'll no longer sit by and watch the Department of Education make changes without them. So they've created their own improvement plan called Project 1998. Project 1998 will rely on the expertise of community and school leaders to improve low test scores and attendance rates. I don't think there's going to be any violent thunder showers and thunderstorms associated this frontal passage as so often happens in the depths of summer. But don't be surprised to hear some thunder. And also don't be surprised to see some kind of tropical showers. You know those downpours that occur, maybe not with thunder, but we do expect to see what could be a soaking rain during the overnight. An inch to over an inch of rain is a possibility with this passing system. Put it into context with the national radar and you notice that the front extends all the way from Massachusetts and the Cape Cod area down toward the Gulf of Mexico with the heaviest showers down toward the south. Now, much of this moisture down here is the remnants of old Tropical Storm Debby from about ten days ago that it was a tropical storm, that is. And the moisture being fed up in here is what gives us that possibility of getting some pretty good rains here out of this system. Here's how the satellite view shows that we do have a low pressure disturbance, which is going to help squeeze the rain out of it. For the latest, we take you now live to Port au Prince. And here is Nathan Thomas. Nathan, successful may be too strong a word to describe today's talks, but then so is failure. And tension here in Port au Prince has been reduced simply because an invasion is unlikely since the American delegation is staying here overnight. The meeting with General Cedras was held at the military high command headquarters and lasted three hours as the Americans departed through the crowd of Cedras supporters. The general watched without giving any clue as to how he felt about the meeting. Both sides seem to realize the only way there's any possibility of success is if the talks remain secret. I'll have any comment that'll come. No comment. One showed up having passed through Dover during, say, the 9:00 hour or so. And those showers have missed the Baltimore area, but they have been part of this passing system back to the national radar. And you notice there still is shower activity out west of the mountains. So during the rest of the overnight hours, I think we do have a threat of seeing the showers come back in. And we could end up with, I'll say, a half an inch to three quarters of an inch of rain out of this. Some locations may even see as much as a full inch of rain, but it is continuing to move on by a close up view from the satellite shows it's a little more vividly.
