Oprah Winfrey is continuing her vacation. A big story this noon time. The word from Moscow is that you're about to lend. Cough is now off his fast. The 33 year old man apparently took food from his wife at around 3:00 in the afternoon Moscow time, 36 days into his second hunger strike. And if you've been watching Eyewitness News, you know that Don Scott has been following the story since it began. And he's here now to explain how this came about Don. Richard, the easiest way to describe what Atlanta bottle court did in Moscow today is that she lied to her husband, told him an untruth, so he would take a special liquid diet she brought with her from city hospitals, which he did. You can call it a lie. You can call it an extrapolation. You can call it anything you want, Don. The bottom line is it's true. There is no promise from the obvious. Okay. But it is also true that, like Richard, for years, if he believed Ski to have been denied prostate considerations when he went off as far as two weeks later, he was given immigration papers. That's what I'm counting on, is that now that he's off, that they will be humane. And after telling that extrapolation that lie, Elaine fed him a deluded liquid diet she brought with him from the States last Thursday night. It's a real touchy situation. So now the man who's used his body to fight for a chance to move to this country and be with his wife and daughter has a fight going on inside that body, a battle to see if what has not had food for so long can now accept food at all without dire complications. And Richard, it's hard to say whether this is a positive development in this case, except for the fact that an attempt has been made to save a man's life, a man who appeared to be dying. But if he does come around and finds out what happened, then what? I don't know. It's a secret. Now she takes all her calls out in the hallway or in the bathroom of this one room apartment. He does not know if she's kept him from the press. She plans to do that for another 6 or 7 days. But what he's going to do when he finds out. No one knows. All right. Thank you, Don. Moral that tonight at 6:00, about one hour ago, a judge in Washington, D.C., ordered John Hinckley Jr. Committed to a mental hospital for an indefinite period. He's already serving a life sentence for killing two black men in Salt Lake City. Franklin is an avowed racist, and the government says he's admitted to shooting a black man the same day that Jordan was shot. At this hour, no one has claimed responsibility for a shooting spree this morning outside a synagogue in Paris. At least one person is dead. Seven other people have been wounded. What does this say? A group of men opened fire with automatic weapons, spraying a crowd standing outside the synagogue. This is the fourth anti-Semitic attack in Paris during the last week. A left wing anarchist group has claimed responsibility for the other attacks. Well, in west Beirut this afternoon, Israeli and Palestinian soldiers traded artillery fire again. This latest round of fighting follows a weekend of intensive diplomatic activity. Right now, it appears as if Israel has agreed to a compromise that could lead to a Palestinian evacuation. But there is one important condition. When Prime Minister Bacon announced Israel's compromise last night, there was one string attached for the United States, vague and made clear Israel has dropped its demand that all the PLO be gone from Beirut before a multinational force, including American troops, can go in. Now, Big says the force can go in while the evacuation is in progress. But he says the United. I'll bring it to you tonight at six on Eyewitness News. Insurance is at the root of another controversy facing the state today. The issue is which video? Except on a policy protecting the state from negligence suits. State officials ignored the lowest bidder, prompting one state official to resign. Officials say the lowest bidder was rejected for several reasons, and as a result, the state chose the company offering coverage for another $245,000. The people who supply Baltimore County with cable television are hoping they'll win the same right here in the city. Caltech cable plans to bid for the city contract. The company has been criticized for delays in establishing cable throughout Baltimore County. Right now, it's the only local company known to plan bidding on the city contract. Right now, we're showing ground clutter around Patuxent, some ground clutter to the southwest of the city. But for the first time since this morning, we're really starting to see some developing shower activity out in the, you know, just west of the Shenandoah Valley. I would imagine by this afternoon when Bob's here at about ten minutes, 15 minutes after six, there could be some hefty thundershowers in association with this frontal system passing sky track. The satellite photo is a really good picture of a frontal system itself. You can see the low up to the north. Here's that sweeping front, moving on down to the southwest. And if you look real close, you know, it's not as white over the Baltimore area. What you're looking at is that down sloping effect I'm talking about also in the atmosphere aloft. Winds are coming up from the south southwest. So it's kind of tugging on the frontal system, helping to slow it up and helping itself to break up just a little bit now. So more in the next day. What we'll be looking for is, you know, a fair area of high pressure to move into our area. All right. But then we've got a little complication. And I want to talk about this for just a second. It's this area of low pressure, it looks like. Okay. All right. So what we've got to look forward to is a frontal pass this afternoon, some decent sunshine tomorrow. The weekend could be real nice. Here's where we were. The forecast today, intervals of hazy sunshine, best we can do. Warm and humid afternoon thunderstorm likely in association with a frontal system passing high of 88 degrees tonight. Looks like it's going to be clearing once the thundershowers move out of the area overnight alone. That is 68 degrees tomorrow, a relatively decent day, partly to perhaps look at that very closely. Savor it while you can. Mostly sunny, less humid, high of 85 degrees. It's looking good for Saturday afternoon. Looking real good for a big H. A big H. Graduations high. The big high. I understand. It was 37 years ago today that the United States dropped an atomic bomb on Nagasaki, Japan. Today, church bells rang out in Nagasaki as 20,000 people gathered in a park there to remember the 74,000 people. Who died in that bombing, the city's mayor told the crowd gathered for today's ceremonies to tell the world about the experience of nuclear destruction and to persuade all nations never again to use nuclear weapons. Time now for Paul Harvey, who comments today on the new war resisters and questions whether war has gone out of style. About our military draft. The Justice Department recently sought to scare reluctant young men into signing up by prosecuting a few who did not. It didn't work. Registration has since declined, instead sharply. There is presently prevalent an antipathy to war like nothing our country has experienced before and in some other countries also. In late July, Britain held in St Paul's Cathedral what was intended to be a celebration of the successful recapture of the Falklands. That was no celebration. Instead, the Archbishop of Canterbury referred to war as a sign of human failure. Is there further evidence that war has gone out of style in the worldwide negative reaction to Begin's bombing of Beirut? In other news, the state Afl-cio won't be endorsing any candidate for governor this year. This is according to a published report which says the union could not come to an agreement on whom to support in the September primary for an official endorsement. State Afl-cio President Tom Bradley would not, however, confirm the report, saying an announcement will be made sometime tomorrow. Meanwhile, debate continues today in Washington on a new tax increase package. House Democrats, led by Speaker Tip O'Neill, are pushing for an item by item vote on the tax proposal. Republican leaders, though, have said all along they want the vote taken on the package as a whole. However, the vote is taken and is expected to raise a variety of taxes by $99 billion over the next three years. Foreign made cars are accounting for an increasingly large share of U.S. auto sales. A new study from the Justice Department today finds that mandatory prison terms do not necessarily reduce crime. The report says that it may be impossible to prove that mandatory jail terms actually discourage would be criminals or second offenders. The study was prepared for the Justice Department by a private consulting firm which was researching crime in America. Here in Baltimore, more and more people are joining in that battle against crime, as you know. And our vice president and general manager, Paul Yates went to see firsthand the success that one local community is having in that battle line. He comments in his Channel 13 editorial. This is a AJC TV editorial. The residents of the Howard Park area here in northwest Baltimore are working hard to take back their community, take it back from the thugs who have been burglarizing their homes, snatching purses and stealing batteries, hubcaps, tape decks from cars. The crime rate here was getting steadily worse until seven years ago when residents decided to get into the act and cut crime. Well, they're doing just that with help and guidance from local police. During the history of this citizen's patrol program. Property crime in the area has gone down by 22%. Police say that's no accident. We applaud volunteers and the Northwest Citizen Patrol group and others like them around the city for getting into the act. Canadian Prime Minister Pierre Trudeau upset and angry over a protest yesterday during a train stopover in British Columbia, was reported to have responded with what's called a vulgar hand gesture. At another stop a few hours later. Demonstrators again pelted Trudeau's train with tomatoes. Not a pleasant Sunday for the Canadian prime minister. Finally, though, things went a lot more smoothly in Baltimore yesterday, despite the crowd of 10,000 that turned out the aquarium's downward. Officials say that between 800 and 1000 people kind of wormed their way through the tanks every hour on the aquarium's bargain Sunday. Lot of folks at the aquarium yesterday for a dollar. It's a good deal. Making news. How about the Orioles? Had a good day yesterday, too. That was an exciting game. The Orioles and the Royals all tied up at six runs apiece. Terry Crowley came up pinch hitter moments later. Look what happens. Look at this. Blast deep. And that was it. Ten, six. The boys Grand Slam. This was Terry's 101st career pinch hit and led the Orioles to attendance. Six victory. Now, the O's hit the road for 13 games. The Orioles opening their road trip coming up in Chicago. It doesn't matter in which city you live. Going to a doctor can be expensive and the time very consuming. But now there is a new way to visit the doctor who generally costs less. Now, Clifford Brown is back at the drop in center for a second visit. And the center's medical director, Dr. Merritt Smith, may have gained a new patient. But Smith says he didn't start this easily accessible center to attract new clients. He's more interested in providing supplemental medical care. But he admits the increased competition among doctors today and the large number of doctors available have forced physicians to consider some alternatives to traditional delivery of medical services to traditional physicians. We're still, by and large, following the traditional pathways. However, with the doctor that you're talking about in 1990, which most people are aware of, there will be more drive towards getting together in group forms. Dr. Smith believes more and more drop in centers like this will be springing up in the years ahead. And he says as physicians become more concerned about marketing themselves, some of them are even going back to using house calls as a way of attracting new patients. This has been a very busy night for the Baltimore City Council as it took up subjects ranging from the Soviet Union to Baltimore landfills and starting time for the Colts games. Bob's the caller says it was one of the liveliest sessions of the summer. The council did have a busy and productive evening, but without a doubt it was also an unusual evening. On an international note, the Council has adopted this resolution, which asked Soviet President Leonid Brezhnev to permit Yuri Blanco to immigrate to the United States. Among the bills introduced here, funding for, among other things, the acquisition of land at the Hopkins Point landfill and setting up a public hearing for Hopkins Point residents later this week. Some councilmen were upset with the time, though. There are people who have lived in Hawkins Point all their lives who are very much concerned not only with their houses but the history they have there. Today, the US attorney urged that the case not be dismissed and said he has tape recordings that show Olinsky had a corrupt relationship with the company. His trial is scheduled for September. The night a storm appears to be brewing around a state decision to reject the lowest bidder for a three year state insurance contract. The slate of one of the contract to a brokers committee of five city firms rejecting a smaller town agency Rosman heard in rustling the difference in the first year premiums $245,000 more than the low bid. And state delegate Mark Mayberry Junior is outraged. A long list of charges against Conaway was suspended, with Conaway saying the mistakes were not his fault, not willfully. There might have been some mismanagement. Conaway His insurance business is now under new ownership, but Conaway could still face an investigation as to whether he mishandled almost $11,000 in down payments for automobile policies. John Hinckley, Jr. Did not get off the hook today. He went up for a hearing which by law could have produced his freedom. However, a federal judge ruled that Hinckley should continue to be confined for an indefinite period. He said doctors list Hinckley as dangerous with a continuing obsession for actress Jodie Foster. The report says Hinckley believes that even fosters hatred is better than no attachment at all, so he will remain in a mental hospital. Despite another day of Israeli air raids and artillery shellings in Beirut, there may be some cause for optimism. We know at least 28 rounds had been fired from the M1 carbine. He began firing from inside the cab of the truck and then was actually able to get out of the truck. Firing officers returned fire and that's when he was here. Police say four people were also injured in the melee before Parish was finally shot to death. Witnesses inside the trucking firm where Parrish began his rampage say the first person he shot was his former boss. The trial of Joseph Paul Franklin accused of shooting former Urban League President Vernon Jordan is underway tonight. Franklin, an admitted racist, was brought to court under heavy guard today. In opening arguments, the prosecution told the all white jury that Franklin's hatred of Jordan and all blacks was behind the 1980 shooting. Jordan survived the assassination attempt and says he will testify in the case. Franklin's defense says the government doesn't really know who shot Jordan and that Franklin is being used by the Justice Department. A court battle won the day in Baltimore City by incumbent state delegate Patrick L. McDonough. It's taking a big political worry off his mind tonight. Patrick T McDonough, an assistant city deputy, was also planning to run in the same district as Patrick L and Patrick L. So he says he may have lost some votes in the confusion.
