A new chapter in history was written in Washington today as Israeli Prime Minister Yitzhak Rabin and PLO Chairman Yasser Arafat signed an accord promising self-government for the Palestinians. We have team coverage of this historic day, beginning with the ceremony itself. More than 3000 invited guests looked on as leaders of both Middle Eastern nations agreed it was time to give peace a chance. Mr. Arafat, His Excellency Yitzhak Rabin, the president of the United States under a great September sun and the news for generations, walk to the White House South Lawn to sign the historic accord promising self-government to the Palestinians. Now, both pledge to put old sorrows and antagonisms behind them and to work for a shared future shaped by the values of the Torah, the Koran and the Bible. As former presidents looked on, both sides acknowledged, the road to peace would not be easy. However, he Mujuru, we know quite well that this is merely the beginning of a journey that is surrounded by numerous dangers and difficulties. We shall negotiate with you a permanent settlement and with all our neighbors. A comprehensive peace based upon the signing sealed with a handshake. Some thought would never be possible. Touched off celebrations on a day some are calling a defining moment in history in a loud and clear voice. Enough blood and tears. Enough. Then my mug shot to be. And my people are hoping that this agreement which we are signing today marks the beginning of the end of a chapter of pain and suffering, a hope echoed across Washington and the world.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136247/file/252795#t=130.74,290.65"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136247/file/252795/transcript/71041/annotation/3","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Go in peace. Our team coverage continues now with Alex Demetriou, who has just returned from the nation's capital, where he found everything from praise to protest over the peace treaty. There was no talk of trust or forgiveness across the street from the White House. No. Why not? Beware, America. Because this agreement means more terrorism here and the specter of American troops over there. We think that it's the government is no better than a traitor. We think he's committing the greatest act of treason in the history of the Jewish people. Several hundred Hasidic Jews protested today's agreement between Israel and the Palestine Liberation Organization. But their anger did not carry to the South Lawn of the White House, and those lucky enough to be handpicked to witness history. I don't think I ever thought in my lifetime I would see a Jew, an Arab, able to live side by side in peace in the Middle East. And that may be a reality. Well, it was an absolute honor to be at the White House this morning. I went with Councilwoman Specter to witness history was just a tremendous thing for me. Others also felt compelled to come, even though they saw little more than lines of police sealing off any chance at a view. We felt like this would be an important event that would be taking place and we would like to get to see or hear anything that we came. This is a once in a lifetime experience and it will go down in history and we want to experience it. There was no violence during that protest in Washington, although 20 demonstrators were arrested. Well, today's agreement may be only the beginning in the quest for peace in the Middle East. This afternoon, Jordan's crown prince's son announced his country may be next. According to a son. Sometime tomorrow, Jordan and Israel will announce an agreement on a negotiating agenda that could lead to a treaty and diplomatic relations. Technically, the two countries are still at war. Jordan's prime minister says the announcement should come tomorrow at the U.S. State Department. Some homeowners, like Corinne Griffin, are living in fear. That's because a man armed with a crossbow and a gun has raised four women in this area since early June. I was up night before last. I didn't sleep at all. I saw lights, saw sirens, saw and heard noises. Just things that I don't even normally pick up on. But everybody's scared, I think, to a point. Police say the crossbow rapist has been striking late at night, forcing his way into houses through back doors. He's breaking through the patio doors, the windows. And apparently he uses some type of to which is yet unknown to us. The victims told police the suspect wears all black clothes with a ski mask, but his trademark has been the crossbow. And investigators say he's not afraid to use it. And one of the attacks he used a crossbow to kill one, a dog, one of the victim's dogs. We had a lot of sunshine today and warming conditions. We got to 88 degrees downtown, 86 degrees at the airport, but pleasantly low. Humidities made for a decent day today. Well, no matter how tight your budget, your health insurance premium is, one bill you can't afford to ignore. But when one woman thought there was something very fishy about her bill, she decided a good girl. Well, this was a hefty bill. You know, it was a lot of money. But it wasn't just the cost here. She had a lot of other concerns. Do you know the difference between a bill and a mere solicitation to get your business? Well, you may think the answer is easy, but take a look at this. Margaret Kiel was between jobs and therefore between health insurance plans when she got this notice from Blue Cross Blue Shield of Maryland. Is there any way this could be anything but a bill? It's titled Billing Statement, and it includes her membership number. It refers to a beginning balance and urges her to pay this amount. It even calls her the policyholder. It looks like you're a member with them, right? That is correct. And that's why I was surprised, because to me, definitely it said billing statement. My first reaction was, I don't have that amount and I didn't understand it. Blue Cross Blue Shield says it enclosed a brochure explaining this wasn't a bill, but nowhere does it actually say that, merely a statement that if you pay it, you'll become a member of the group plan. Keil says that's irrelevant in her case. Well, I did not receive any brochure. It came in a window envelope. And to me, because it said billing statement, I received no other brochure and I never requested the information. Blue Cross Blue Shield now admits that it is rethinking its procedure of sending this kind of a form to prospective customers, and it should do that because a client who were to pay this kind of a bill in error could claim that it was a victim of a deceptive trade practice.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136247/file/252795#t=2984.57,3096.98"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/136247/file/252795/transcript/71041/annotation/29","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"That's what the state calls a sales procedure that has the tendency to deceive or mislead consumers, the result of which could be very costly. The company denies any such intent, but under the law, it is not the intent of the seller but the reasonable understanding of the buyer. That's important. Well, and you have a right here that looks like a bill or a logo. It has everything. So why does it have to have written in bold letters across that this is not a bill? Well, Maryland doesn't have a specific law. Some states do that say any time you're trying to solicit business, you must have an, you know, 12 point type a statement that says this is not a bill you do not have to pay. Maryland doesn't have that that simple of a law. We have a broader law that says anything you do that intends to deceive or in fact deceive somebody is illegal. So people think Maryland's law is better than some other states. But is this illegal then? I mean, it certainly looks deceptive trying to put me on the spot. No. What the question is, is did it to see if it deceived her? It's illegal. That's the answer, John. Well, still to come on Eyewitness News, Dr. Bob standing by. We do have some warm temperatures to talk about in our forecast. No snow for the foreseeable future. Here's what we're looking at right now. 72 degrees downtown, 68 here on TV Hill, 75% relative humidity. Southwest wind will pop into the warm air 5 to 10 miles an hour. Our downtown thermometer, usually the warmest spot in the area, 93 degrees tomorrow, generally around 90 outside the Beltway, upper 80s over on the eastern shore. For the rest of tonight and clear skies that we have right now will stay with us throughout the overnight. Kind of a comfortable situation outside right now. We'll be comfortable in the morning. 63 degrees, but the warm up will take place during the day under mainly sunny skies, breezy conditions, hotter and humid, 91 degrees for the high.
