Still light to moderate traffic on the outer loop northeastern coming out of white marsh boulevard. Taking a live look around at the outlook West side Wilkins Avenue at the beltway and you can see traffic still moving at a pretty good pace. Getting into the area this morning. With no end in sight to Maryland's drought emergency. The city is getting ready to tap distant sources of water. Since the governor issued his emergency declaration, the city has refused to hit the panic button. Nevertheless, a major operation is now under way to make sure you have water. Kathy Fowler reports. For the first time in six years. Baltimore will pump water from the Susquehanna River. To make sure your tap has water when you need it. The Maryland Department of Environment's director of water management says Baltimore should start taking water immediately. To waiting longer on such for Hanna not only jeopardizes the city's supply, but the long term could lead to potential conflict between other users on the Susquehanna River. And Baltimore's not waiting. The pumps are. Now all they have to do is flush the 38 mile Cisco Hanna River pipeline. Then by Monday morning, about a million gallons a day worth of water, we're ready to pump. City Public Works tells Eyewitness News that the water levels here at Loch Raven Reservoir are still pretty good. So as of Monday, they'll depend heavily on this reservoir, along with the Susquehanna River, to provide water for the Baltimore metropolitan area. And city officials hope they can now preserve water at Pretty Boy and Liberty reservoirs. Kathy Fowler, WJC. Eyewitness News. Thanks, Kathy. The city has drawn water from the Susquehanna on three other occasions because of emergencies. The mayor of Elkton is in some hot water this morning after he gave the okay to town employees to draw water from Big out Creek. They needed the water to maintain elder parks baseball fields where the final game of the dizzy Dean World Series is being played tonight. Two more states, new jersey and Delaware have declared drought emergencies, threatening stiff penalties for people who squander scarce water supplies. Experts fear the summer heat and a lack of rain could have long term effects. Jeffrey Kauffman joins us from New York's Central Park with more. Good morning, Jeffrey. And good morning from Central Park, where well, yes, it's early August here, but the scene looks like late fall. The color here, Mark, is brown, a color familiar to people from New England to North Carolina, as the drought here in the east starts to hit home, not just farmers, but also residents. As more and more states impose water restrictions. Even this relatively cool weather isn't helping. I was hopeful that once we broke the heat wave this weekend that with the voluntary requests, that people would in fact respond. Well, two separate discoveries reported in the medical journal cell have advanced our understanding of the sleep disorder, narcolepsy, a condition that can cause a person to slump into a deep sleep without any warning. The first discovery was actually accidental. Scientists at the University of Texas Southwestern Medical Center in Dallas had genetically engineered a mouse, missing an appetite and related gene. But they noticed some strange behavior unrelated to their studies while viewing the mouse through an infrared camera at night. You can see the mouse with the arrow pointing to it appears to fall asleep when the arrow turns red. Further investigation revealed that the brainwaves of the sleeping mouse matched those of humans with narcolepsy. And then, coincidentally, a related discovery was made around the same time in California at Stanford University, researchers who had been breeding Doberman and Labrador dogs with narcolepsy finally found the gene mutation responsible for putting the dogs to sleep. It turns out that the mutated gene that causes the narcolepsy in the dogs is also appetite related, although different from the one found in the mouse. According to scientists, these two discoveries represent the first real clues at the molecular level and the understanding of how and why we sleep and wake. And maybe we eat a big meal and fall asleep. Maybe that's how they're related appetite and sleep related. So getting to the bottom line, how will these findings affect people who actually suffer narcolepsy? That's a good question. My suggestion as well is that he was shot in the head and I heard a large explosion. And when I stood up, I just saw a lady come running out of the church. Her body was engulfed in flames. Members of the first Emanuel Apostolic Church were gathered in their northwest Baltimore sanctuary, cooking meals to raise money for renovations. But around 6:00 tonight, their safe haven became an inferno. We was cleaning up in the kitchen after selling dinners all day. And during the meantime, we was on connecting the deep fryer from the protein tank. And then it just the hose popped away from it. Some reports say Charles didn't even warn her. Knowing she's worried that Camilla's role in his life has implications for the British crown. What haunts this place is the memory of another Mediterranean cruise. Almost 70 years ago, another Prince of Wales and another divorced woman, Prince Edward's public holiday with his American lover, Wallis Simpson is a reminder how royal romance can become a scandal big enough to rock the throne. Howard County police link a man to murder nearly 20 years later. DNA tests connected 43 year old Vernon Lee with the 1981 murders of two women. One of the victims, Evelyn Dietrich, was found outside her Gainesville home. Vernon is currently serving time for the 1989 murder of an Elk Ridge. Wondering what to think, because I'd never had any experience with this before. You put these things out of your mind as the years go by, then all of a sudden they come to mind as they get brought up like this. Did you see? The city's director of public works announced Baltimore will pump water from the Susquehanna for the first time in six years. From Sky Chopper 13, you can see the river's levels are low, but there could be a lot at stake if the city waits any longer to get water from the city's Gohana River. But to waiting longer on such bill. Hanna not only jeopardizes the city supply, but the long term could lead to potential conflict between other users on Susquehanna River. Water may start flowing from the Susquehanna as early as Monday. Eyewitness News continues to monitor monitor water usage in Baltimore City and Arundel and Carroll counties. Typical water usage for our area is 240 million gallons of water per day. Now, Wednesday, we use over 286 million gallons. Yesterday, 257 million gallons of water was used. And then on August 5th, 1998, 316 million gallons were used. Keep in mind, you have to stick to these mandatory water usage guidelines. Bad schools and a lack of jobs all at one time. Just a few minutes ago, Afram, 99, kicked off at Pimlico Racetrack, the festival celebrating African-American heritage runs all weekend. This year's organizers honor outgoing mayor Kurt Schmoke. Mark McGuire received quite an honor as he made history in Saint Louis last night. Saint Louis later hit his career 500th home run. He's accused of shooting two of his coworkers to death at an air conditioning firm, then driving to his former workplace where he allegedly gunned down another man. He then left the scene, but police did catch up with him after chasing him for six miles. The suspect initially failed to stop for police, but subsequently pulled over to the shoulder of the interstate. Officers performed a standard high risk felony traffic stop and were able to take the suspect into custody after a brief scuffle. No serious injuries have been reported to police or the suspect. Officers located a handgun on the seat of the suspect vehicle. At this point, police do not have a motive for the killings. Meanwhile, in Washington, D.C., the House passes a multibillion dollar tax cut bill. The bill would give back $792 billion to taxpayers over the next ten years. But President Clinton plans to veto the measure, saying Congress needs to work out a plan to save Social Security and Medicare first. In today's Eyewitness News, Health Watch, researchers say that they have a better understanding of skin cancer. An article in Science magazine says that researchers now know that a gene holds the key to skin damage and how the body repairs its skin. Doctors may be able to use this information to better predict who develops skin cancer. Melons carwash industry is under siege tonight by the drought. You may not realize it, but the state's 400 to 500 car washes are multimillion dollar business, and it's shutdown threatens the jobs of 2500 to 5000 people. Any minute now, the Department of the Environment is expected to decide whether the new water restrictions are unfair to car washes and their employees. It's kind of a day to day situation with us. We have been closed and we have been open in various times. We're really very confused about the current situation. The doors to Benson Rice's car washes are shut tight tonight. Weekend is the busiest time. And it's the it's the best opportunity for our employees who depend on weekly paychecks for rent, utilities, food to come in, get hours and accumulate some. Samantha Rice owns aqueous car washes in the Baltimore area. He and other members of the mid-Atlantic Car Wash Association hired lobbyist Carolyn Burbridge to challenge the state's new water restrictions. She's been faxing state officials all day, explaining that the ban effectively shuts down car washes that can't recycle 80% of their water. We cannot meet the 80%. And therefore, that's how 2500 jobs, even as much as 5000 jobs, are at risk. The state has promised a quick review, possibly even an answer tonight, but it isn't making any promises. Car washes need a quick decision from the Department of Environment in order to salvage this weekend's business and put much needed paychecks and employees pockets. Weis tells me he needs to know by noon tomorrow if it's okay to reopen. Rice says this decision will have a major effect on the lives of thousands of Marylanders. Anyone who wanted to know if he reported his neighbor for illegal watering, could he split the thousand dollar fine with the state? The state's website at www.gov dot state dot M.D. dot us. Well, to save you a call, let's once again go over the restrictions. Do not water your lawn. Do not wash your car at home. Do not fill or top off privately owned pools. Do not wash paved surfaces. Do not use fountains, waterfalls or reflecting pools. Restaurants can serve water by request only. Businesses must prepare drought emergency plans and are asked to voluntarily reduce water consumption by 10% and open burning is banned. However, you may use charcoal and gas barbecue grills. So just how much water are we using in this drought emergency? Eyewitness news for this morning. Weather is keeping track for you in our water watch. Not granted. August is only six days old, so we had no chance to get very much rain. We had a little bit of a fun activity on the first of the month. Airport, however, on a trace. Take a look at these numbers. Officially so far this month, just a trace of precipitation has fallen downtown. They got about 18/100. Normal rainfall for the month, 3.92in. Let's hope we get at least that much this month. But look at this. Back in 1955, a year of a couple of hurricanes. 80.35in of rain. That is almost the amount of rainfall we've seen this entire year so far. Amazing. If you wake up tomorrow morning early, look for a dry start. She hears too loud noises and felt a pain in her lower leg. The loud noises turned out to be gunshots that passed through the driver's side door of Sharlene Clark's 1997 red Honda Civic. The sting in her leg, wounds from two bullets from a vehicle that started following her soon after she got onto Isaacs, 95. Baltimore County police say the suspect's vehicle sped off toward I-70 after someone inside fired the shots. The victim was able to pull off when the shorter 695 realized that she was injured later arms out of her window, hoping that somebody would stop order, which they did. They then called 911. Police are calling the shooting an isolated incident. And they're asking anyone who might have seen anything to call them. Do you have a motive for this incident? This is an isolated incident that occurred on the Beltway and we do not have any suspect information. At least half a dozen carcasses, some in garbage bags, others just lying in the woods rotting. Another thing are eyewitness news cameras can't show you is this smell threatening bloodshed? But these faces tell it all. Disgusted is so unhealthy. Less than 50ft from the pile of carcasses through the woods, you can see a cemetery.
