Today, that's how you today might be the day. Take a look right now at Sky. You can see it's hazy. It's cloudy, it's gray. That's a good thing. You know, unless you have some outdoor plans, of course, that may be dampened by all of this later in the afternoon. But for right now, starting off a little gray, and that is a pretty much a foreshadow of things to come take a look at. First warning radar will show what we're talking about. That is part of a storm system moving on through the middle of the country. It should get here by, say, early afternoon, 2:00 to 8:00 is our best window for rain across the state. That never made it down below the Pennsylvania line. So it went from the Mason-Dixon Point up and got some pretty hefty rain out there across Harrisburg. Philadelphia is getting it now. Atlantic City will probably see a little bit of that, but that is the pretty much the same thing that's coming our way. Heavy storms moving in from the Great Lakes. We'll see them this afternoon. Take a look right now at our forecast as it shapes up for us today. Partly sunny right now. We get down to about 66 degrees, humidity drops out, and then we have a very comfortable week ahead. So air quality is at the moderate range right now. So it's really going to be a pretty potent portion of the middle of the day. And then after that moves on through and we certainly need it. It'll be really, really nice sailing for the next five days. And of course, we have a complete first morning forecast coming up in just about five minutes. Okay. But first, let's take a look at what people are talking about this morning. The search will resume this morning for a man missing in the waters near the key bridge. The unidentified man was one of four people fishing from a boat near Fort Armstead late yesterday. Dennis Edwards reports the fishing trip turned tragic when the boat began taking on water. More water just started gushing into the boat. And then everybody just started crammed into the top to the top of the bulk of the boat with just going down like this. Charles Jake says it all happened too fast to keep pace with time. Minutes seemed like seconds as water poured into the fishing boat he shared with three other men and 12 year old Derek de Shields. All day I was thinking, I'm a I'm going to sink. Call my water. I was like, what happened? I look over there and the boat sunk. A boater known only as Richard Savon came to their rescue. Derek was the first taken aboard. Three of the men were pulled from the water. But a fourth man, described only as a 41 year old Baltimore man, was still in the water. Witnesses say the victim was wearing a life jacket just like this one as he was holding on to the side of the boat as it took on water. But when the boat went down, the lifejacket slipped off and was found floating nearby. These exclusive pictures from Sky Chopper 13 showed divers unsuccessfully searching water. Rescue units watched and waited from near Fort Armistead Park. Folks fishing from this pier saw everything from beginning to end and felt for a family soon to get word of a loved one who won't come home tonight. I feel bad for individual individuals, loved ones, when something something happened and it possibly could have been avoided. Dennis Edwards, WJC Eyewitness News. And as we said, divers are resuming their search this morning. Meanwhile, investigators are now looking into whether alcohol played a role and they also want to know if someone removed a plug from the boat. Well, as Marylanders enter another day of drought and water restrictions, you can no doubt expect the drought police to be out in force looking for violators. I was feeling dirty, was filthy, filthy. I couldn't stand it. But if cleanliness is next to godliness, then our wheels are on the road to hell. You see it right there on the list of not to do's. Number two behind do not water lawns and before. Do not fill or top off pools and do not wash paved surfaces is a rule that's likely to test. Some drivers do not wash cars. The fact of the matter is that we actually use. No. More water than than the average business and in many cases a lot less. A good argument, but it didn't wash with the Department of the Environment, which today declared a weekly no car wash day and decided to make it Tuesday. Unless the car wash recycles 80% of its water, which isn't likely. Most car washes are not able to reclaim 80% of their water at this time. There are a few that can, but very few. But it's waste not or wash not. They've agreed to conserve by reducing the size of spray nozzles and limiting the number of cycles, which is like limiting yourself to one lather and rinse when you wash your hair. Back on our list of no nos. Businesses are asked to voluntarily come up with a plan, but as a business, car washes have been singled out. And doesn't that just burn them up? The average car wash uses 5000 gallons of water per day or less, which puts us well below the requirement of water conservation. Residents have already called in to report water ban violators. 49 alleged violations have been reported in Baltimore County. City police have received 30 calls and there have been 25. And Anne Arundel County and Howard County, only one. Now, we have actually been getting a lot of calls here on the Eyewitness News room, too, from viewers complaining about how their neighbors just aren't following the water rules. And we do appreciate those calls. However, police want Eyewitness News to remind our viewers that they should not be calling, as Pat mentioned, do not call 911 to report the violators that ties up lifesaving equipment that's needed. Instead, you should call one of the numbers that Pat mentioned in Baltimore County, 412887 2222. And in the city, the number is 412396 3050. Now, if you have questions about the water restriction rules and how they apply, here's the drought emergency hotline number. You can call the hotline at 18774. Drought. Now it is a free call. We just couldn't keep it together. But it's from your yard. No, it's from here. It was the station's. It was the station's honorary sunflower, and it just didn't make it. So we'll see people going through the same thing home. Yes, they certainly are. Just because we're giving the information doesn't mean we know how to actually use it, but we'll see. Take a look right now, the temperatures, this is a comfortable day. It's sticky as all get out. I mean, we were talking about this. You almost have to wring yourself out when you come in from outside. If you go out early today, it is humid and it's getting more humid. We're actually at 90% or so right now. It's going to drop substantially. You'll see why. 78 in the city, 75 along the shorelines, Ocean, Rehoboth, Atlantic cities, we're talking about 75 near Hagerstown, 77 in Washington, 80 actually in Richmond right now at this hour on this August the 8th, 75 and cocky. So 73. In Westminster, a comfortable 73 of Mount Airy, 74 in Columbia and 75 in Annapolis. This is the system moving on across. You can see the mass extend straight across the Great Lakes right on down. What we're looking at really is pretty much an explosion of this low pressure system as it starts to move into the mid Atlantic. It is wide enough and broad enough that it could encompass the entire state. So it should start to move across and we probably won't. There's probably no areas that will be completely dry after this thing moves through. Problem is, it could be pretty much a gully wash or maybe it could just pretty much come down very hard. And of course, runoff, a lot of that may run off, but every little bit helps. We could see maybe a quarter to an inch of rain out of this before it's all over with. Very hot, humid air coming in to help fuel this. This system is, of course, coming in from the west. Our winds and our air coming in from the southwest. Now, that will all shift. The staff will get there later. So if you're down there enjoying your weekend down on the beach in Ocean City or wherever you are along the shoreline, basically you'll see partly sunny skies. It will stay humid. Thunderstorms get there late, late when no real relief from any winds. Off the off the ocean. But you will see temperatures in the mid 80s and then certainly the storms will cool it off when the storms come through, that cool air behind it will start to make it very comfortable for the rest of the week. So today, look for some mixed sun with some clouds, afternoon thunderstorms. Winds from the southwest right now, 3 to 10. That will shift to the west as the evening progresses. And then we'll get to a high of just about 90 tonight. We drop down substantially. The skies start to clear. Look for the clouds to get out of here. Pretty much any stray thunderstorm will be gone by pretty much, say, 8 or 9:00. And then we'll look for cooler temperatures, lower humidity, light winds with a low of about 66. Temperatures all through the week will be in the mid to low 80s. That'll be pretty nice. Cady will have a complete look at the ocean in the bay and your weather pitch if you're going out to the game in just a few minutes. Well, man, well, everyone can't win all the time. You know, another baseball note for you this morning. An update on the Cuban pitching coach who defected to Baltimore when the team came here. You may remember Rigoberto Herrera did not go back to Cuba when the Cuban national team played an exhibition game here two months ago. Now he has dreams of working for a major league team. The Boston Red Sox interviewed him for a job, but Herrera can't work until the I.N.S. gives him a work permit. Under their rules, he has to wait until October to apply. And the Ravens are already applying themselves in training camp, getting ready for the coming season. And when they hit the field, the fans will be ready to. Ravens fans stood in line yesterday, a sign that stadium buying tickets to this season's games. The season opener is set for September 19th against the Pittsburgh Steelers. Funeral services are also being planned for the mother of country music star Garth Brooks. Colleen Brooks died Friday afternoon at an Oklahoma City hospital after a long fight with throat cancer. Brooks, his father and his five brothers and sisters reportedly kept a vigil at her bedside. Colleen Brooks was a country singer herself in the 1950s. She was 70 years old. In this morning's Eyewitness News, Health Watch. If you love chocolate, listen up. A study from the Netherlands reports that cocoa contains a key component that may protect us from heart disease and some types of cancer. Certain amount of antioxidants. That's probably not a huge amount in most people's diet. If you're a big job, as you thought, maybe it is. But watch it because you then might be taking too much saturated fat. They're really wonderful because they're very tart, which makes a great complement to all of the sweets that we will put on the apple. There are basically four steps. The first step is we select the best apples from our crates. So we sort through our crates and we find apples that have very few bruises, not actually, not any bruises or any puncture marks, and they have a good shape. Gotcha. And then we skewer them with our wooden skewers. Okay. I can do this. Actually, you can do that, but we already have it done. Cool. Okay, Now we came very prepared for, like, skewering. Do you hear it Right through the top? And then there is a setting process. You would want the apples to set in the refrigerator or in a very cool, dark space for about three hours on this on a tissue paper like this. Yes. Okay. Yes. And then the next step would be to dip it in our white chocolate ganache, which is white chocolate with cream. Wow. Katie, you sure you don't want to come over here and see this? It's, like, really, really good, man. I have plenty of samples. Yes. In a white chocolate ganache. White chocolate ganache. That just sounds definite. It does, doesn't it? And then we actually do a design on top as well. Okay. With the white chocolate. And then we place it in our crushed chocolate. Now, what would you do? Just kind of sprinkle this. Exactly. Crushed toffee and chocolate chunks or a little. That's exactly right. Just kind of sprinkle it across. So the apple does have no chocolate as well as the white chocolate. Wow. Okay. You're very good. I think that's just right right there. My gourmet training is very good. A quiet day for some fishermen turns tragic as their boat is swamped with water and goes down near the key bridge. This morning, divers continue their search for one of the men. Dennis Edwards was there as divers began their search. More water just started gushing into the boat and then everybody just started crammed into the top to the top of the bulk of the boat with just going down like this. Charles Jake says it all happened too fast to keep pace with time. Minutes seemed like seconds as water poured into the fishing boat he shared with three other men and 12 year old Derek de Shields. All day I was thinking, I'm a I'm going to sink. I'm going to go down. That's all out. Thank you. And I kept on yelling, Help me, pull me up. Everybody on board held on to the sinking hole and called for help. All of a sudden, I saw these guys on the raft. You were like, Hey, call 911 call about water. I was like, what happened? I look over there and the boat sank. A voter known only as Richard Savon came to their rescue. Derrick was the first taken aboard. Three of the men were pulled from the water, but a fourth man, described only as a 41 year old Baltimore man, was still in the water. Witnesses say the victim was wearing a life jacket just like this one as he was holding on to the side of the boat as it took on water. But when the boat went down, the lifejacket slipped off and was found floating nearby. Dorothy Joyner Jennings has been dealt out of the mayoral shuffle. Jennings was disqualified by the City Board of Elections for not filing a financial disclosure form in time. The deadline for filing was July 16th, but Jennings was arrested on that day for an outstanding burglary warrant. Even down, even down one, there are still 26 candidates seeking to fill the city's top seat. And a little over a month now from now. Baltimoreans will head to the polls to to vote for that position. Vic Carter has more on Eyewitness News and how the fans and the in the race, rather, are gearing up. For the first time in 12 years, the people of Baltimore will be choosing a new leader in our mayoral shuffle. Yesterday, a brand new plan went into effect in an effort to conserve our disappearing water. The car wash industry is once again being asked by the state to reduce its water use. Department of the Environment has declared Tuesday a weekly no car washing day and washes will be closed on Tuesday unless they can recycle 80% of their water. People in the industry say most car washes don't waste as much water as you might think. The average car wash uses 5000 gallons of water per day or less, which puts us well below the requirement of water conservation. You're supposed to turn off your fountains, your artificial waterfalls and reflecting pools. And restaurants can only serve water if you ask for it. Businesses much must prepare the drought emergency plans and are asked to voluntarily reduce water use by 10%. And as you can imagine, open burning is banned, ripe for forest fires. Now, if you're still confused about the rules, you can call the drought hotline at 18774. Drought. It's a toll free call. Or you can log on to the stapes website at www.gov.state.md.us. They ask you to keep your questions short, by the way, because of being inundated with people concerned and curious. That I can imagine. Also, I'm worried. Pet owners are asking you to keep your eyes open because their pet turtle is missing. Lincoln Park residents are on the lookout. And Brenda Carl has the missing turtle description. This is Sheldon. He looks a lot like the missing 40 pound tortoise named Sophie that someone stole from the Kari Murray Nature Center at Lincoln Park. Sheldon and Sophie were soulmates, but no more. And it was not Sophie's Choice to leave. Someone broke in the back door and. And took her. Workers at the center are heartbroken. Police issued an all points bulletin for the missing reptile when workers at the center noticed the door had been broken into overnight Thursday and Sophie was gone. It's frustrating. When those storms start to get closer to the area, water temperature right now is at 81. There are no advisories on the water right now. Science Center got to 85 yesterday. BWI 87. Normal is 87. So pretty much we're right where we should be. Overnight lows are just a little bit off science Center at 75, which is a little over the normal at 67. But the airport right on target pretty much on this August the 8th, 1999. These are the records for this day High 105, set back in 1918, low as 54, just set just five years ago. But the hospitals are actually taking steps right now to prepare. Absolutely. New Year's Eve and millennium. What kinds of things are you doing? Well, we've been preparing at Mercy Medical Center for months to look at all the things we need to have in place and be prepared so that we're ready when Y2K comes. Certainly, we've looked at all of our medical equipment, made sure that any piece of equipment that would be involved with patient care is going to be Y2K compatible and that we're ready. I think I'm pretty confident in saying that we've tested all of our equipment. The top five leading mayoral candidates answered tough questions about how they plan to get the city of Baltimore back on its feet. Low water levels in pools can be dangerous. Right now, I'm considering closing the spa, bringing that water over. I have to question the fact of Now that I'm below the skimmer, I have a single main drain, so I've liability issues. So we may see a few more showers later tonight, but thereafter we'll see things improving in terms of humidity dropping and drying out. There's the cloud cover picture and the general flow of the upper atmosphere pretty much from northwest to southeast will bring in some nicer conditions over the next few days. It's rural area. So we have a certain network of roads that we can only deal with. And we have a lot of country in between, a lot of cornfields, a lot of forest. So basically what we're doing, if there's a driveway, we've been up and down it. This afternoon, two women at a Fair Hill, Maryland, vegetable stand saw a man by the side of the road and thought they recognized him from the newspaper. They're looking at the picture, looking at him, looking at the picture. Looking at him. The one says that's him. She goes to make a phone call. 911. He is just sitting there, kind of keeping his head down, appears looking like he was looking at the cars going by. He sees them doing a double take with the photograph and takes off. Johnston has family near the Pennsylvania border. Some he's friendly with. Some testified against him. Police say he may want revenge. We have been in touch with a number of family members either because we feel they're potential victims or they might provide assistance. Everybody is looking out for him. Everybody's worried about it, about you. You lock in your doors and turn it on the alarm. But let me show you, radar real quickly where the rain is now down on the lower eastern shore, Ponca City, say down toward Princess and the rest of us barometers rising. And in fact, by the time you get up tomorrow, clearing conditions will have brought us mainly clear skies that wake up. And we expect to see less humid conditions. Pleasantly cool. The morning temperatures, 65 degrees. First warning forecast comes up with all the details of a fairly pleasant week ahead temperature wise, but we'll still be looking for rain Pat. Thank you, Bob. In the course of doing business during this drought emergency, some people who rely on water are getting a little teed off. At the Bay Golf Club, east of Salisbury, near Berlin. Crews are watering courses by hand instead of sprinklers. The Bay Club normally uses 750,000 gallons of water a day. Take it away. Well, Lawrence Bell's been heavily criticized by many after his supporters ambushed a rally for Martin O'Malley. Now, last week, Bell couldn't be found for comment. Tonight, he tells Eyewitness News exclusively that it wasn't his idea, But last night. We assume this is what prominent politicians trying to endorse Martin O'Malley ran up against last week. They say they were ambushed by Bill supporters. His name is Bill. O'Malley supporters shot back with a jab of their own. Tonight, Bell speaks out for the first time about this incident. He tells Eyewitness News exclusively that he wasn't behind it. I regret that that happened. I probably will talk about more of it in the future. I wasn't at the rally, and certainly certain people who spoke were not authorized to speak for me. Tonight's rally, organized by the Citizens group Build, had its own heated moment, this time between Bell and Robert Kauffman. Because you're going to have the. Opportunity to clarify some rumors, and I'm sure you want to do that. They weren't allowed to deviate from that issue. So any mudslinging was cut very short. And by the way, although Bell and O'Malley Pat were in the same room, they never spoke to each other. Today, more than 1000 mourners said goodbye to the beloved Westminster police chief who died in a traffic accident on Wednesday. He was outstanding. He was very motivated people, and he was just a very good leader. And he was a good man. There was a state police honor guard. Officers came from around the state. Townspeople lined the street. They would remember Chief LeBeau as the man who helped build the Westminster police force. A man who loved two families, his own, and the men and women who worked for him. First of all, Sam was a very loving father and husband to his family. And he had a deep sense of commitment to his community. In his 32 years on the Westminster police force, Sam Lupo missed only one day of work. That's why so many people are here in his hometown of Union Bridge to remember his caring and dedication. Sam Lupo is survived by his wife, his son, his parents and his three sisters. A cell phone helped a 63 year old woman survive a crash in San Antonio. She ran a car off the road and was trapped inside. Police and emergency crews rushed to the rescue, but she was in a ditch and couldn't be seen from the road. But she was able to guide them in by cell phone. She's recovering from her injuries tonight. Well, we hope the fall doesn't turn out to be an unusually dry one like last year's one. That's one of the big questions right now. But temperatures have not been a problem. In fact, let me go ahead and take you take us outside and have a look of what's going on down on Baltimore. Downtown Baltimore, that is. And we have some nice city lights to show you on what's turned out to be a fairly pleasant evening. The rain pretty much moved out of Baltimore. Right now, temperatures, though, very much on the pleasant side, although you can still feel the humidity outside. We're going to be improving in that regard before the sun rises tomorrow. But 73 degrees, our temperature right now, 73 in Harrisburg, Hagerstown, just getting ready to drop into the 60s, holding up to 80 degrees in Washington, even down on the eastern shore now cooling off into the low 70s. High temperature today, we only got to 84 degrees, but just a little bit to the south. Patuxent Naval Air Station down in southern Maryland got a 98 degrees today outside of Washington, D.C. at Andrews Air Force Base in Prince George's County, 95 degrees. So real near that hot air, but it just didn't make it quite up to Baltimore. Here are those numbers of rainfall again at the airport for 108 at the Science Center, downtown, seven 100. And probably a little bit more, maybe as much as a quarter of an inch under some of those downpours locally and in the bay tomorrow, north winds 5 to 12 knots, one foot chop Thomas point light coming in, I guess, as a result of the rain with a what a chance for a couple of degrees lower than it's been for the last few days. Here is the radar loop showing some heavier showers developed off of the Delmarva moving out to sea. In general, the bulk of the atmosphere moving from northwest to southeast, bringing in Canadian air. What that does is it locks out the real humid stuff that'll stay down over the southeastern part of the country as this front clears the region. And it's in the process of doing that right now. Nicer conditions will be moving in in the sense that the humidity will be lower tomorrow. We'll have a good bit of sunshine with lower humidity, nice blue skies for Monday. It's actually going to be pretty pleasant in that regard considering that we are here in August. Another area of low pressure developing out here, a couple with this system coming out of Canada. And again, we're keeping our fingers crossed. Tuesday night into Wednesday, an opportunity for showers. Again, it doesn't look like the soaking rain, but at this time of year, we'll take anything we can get by. Temperatures tomorrow actually pretty much what we had today at 84 degrees. But the humidity will be the thing that's really different. And southern Maryland, you'll be anywhere near as hot as you were today. Maybe a few more showers. That's really on the lower eastern shore. Then this clearing process becoming less humid, beginning to take hold at 66 degrees. And for tomorrow, sunshine breezy, much less humid. High temperature, 84, five day forecast. Then again, we're looking at some showers potentially Tuesday night to Wednesday. But notice these temperatures in the mid 80s all the way through this period. The family of four and their two friends were on the Blizzard River ride at Riverside Park in Massachusetts. Park officials say the fiberglass and rubber raft flipped about 50ft from the ride's end. The ride is closed indefinitely and the Department of Public Safety is investigating the accident. If you investigate what ails you on the Internet, make sure you get a second opinion from a doctor. Now, Couch won't sit for long as a backup, especially since he has a seven year, $48 million contract.
