The second accident occurred in the Chesapeake Bay, just off Fisherman's Island near the Eastern shore. A sailor who has not been identified was killed when the propellers of a hovercraft malfunctioned. In East Germany today, a moving ceremony that brought full circle a tragic chapter in Jewish history. Members of the World Jewish Congress honored the victims of the Holocaust at the mansion where Nazi officers thought up the so-called final solution. The plan that was to bring about the extinction of the Jewish people today brought to a close the three day meeting of the World Jewish Congress. Another move is being made for nonsmokers rights tonight. Nonsmokers and smokers agree designated smoking areas are acceptable, but few agree a violators should be tossed out. I think throwing them out is a little bit hard. And so we're giving them a fine now. And even though I smoke, I think that's right. Even though I do smoke and I'm pretty addicted to make the time. I don't smoke in restaurants. As a non smoker, if somebody lights up in a restaurant, it does bother me. Councilwoman Jackie McLean introduced the bill. If a smoker says, Well, there aren't any seats in the smoking section, then hey, you wait, wait your turn for that seat in the smoking section. You want to smoke, sobut then you have to wait. Of course, the proposed bill is still in its infancy and it's got a long way to go before it even gets to the mayor's desk. Republicans are a little nervous tonight. That's because President Bush has agreed to discuss every possible means of cutting the deficit, including new taxes, even though he promised not to raise taxes during his election campaign. Up to $100 billion in deficits may be necessary. A deficit cuts. And a lot of Republicans are expressing fears the president may renege on his promise. Baltimore County taxpayers were out protesting before tonight's public hearing on property taxes in 2000. They want the tax rate to stay where it is, but county executive Dennis Rasmussen wants to raise it $0.10. The protesters then moved inside and testified before the county council. My five years in jail for homicide by motor vehicle. That's what a Baltimore County judge has given, 36 year old John Charles Glasser. But in his commentary tonight, Michael Esker says the judge is one homicide too late? Yeah, this guy's got a record for drinking and driving and for killing people as well. Temperatures now in the 60s across the region, although we've got a 73 in Harrisburg, 70 up in Philadelphia. Most areas in the pleasant low to mid 60 range. Take a look at radar across the United States. One little shower or two popped up in southeastern eastern Ohio in the last hour or so. This is with some cloud cover that's moving in across the Ohio Valley right now. We'll see some clouds in our skies tomorrow. A lot less sun than we saw today. For the most part, today was almost 99% sunshine. A lot of moisture coming from the Gulf of Mexico, as you can see. Lake Charles, Louisiana, 1 to 2in of rain down there. Generally, 1 to 3in of rain in east Texas, Louisiana, southwest Mississippi and eastern portions of Arkansas. And these areas have already been hit hard by flooding the last couple of weeks. Look all the clouds rolling in. So these are high clouds, but they get a little thicker as you head further south and southwest, you see these shower clouds across the Great Lakes. Let's take a look at tomorrow's forecast map. You will see an area of fairly high pressure taking control later tomorrow. This will be in for Friday, Saturday and part of Sunday, which is Mother's Day. So once we get rid of this messy activity, Thursday, Friday will clear out, get nice and cool and pleasant nights once again, kind of weather we had the last couple of days. The president, he said, has agreed to no preconditions to begin a debate unfettered with conclusions about positions taken in the past. And today, after an Oval Office meeting, Republican Simpson was the stalking horse with choosing his words carefully. Nobody is talking about raising income tax rates. There are all sorts of different definitions of revenue, but that's already in the budget of value added taxes, additional user fees, taxes on booze and cigarets a national lottery of $0.01 national sales tax, all sorts of things like that are in the mix. Some of that talked about some of it not. Tricky, tricky, tricky. I guess. They say if the economy is heading into a tailspin, they need to know how bad the White House thinks it's going to be. And then they worry that entering into negotiations will give them half the blame for whatever economic pain is on the horizon. Would worry some within Mr. Bush's own party, especially the right wing, is that to abandon its tax platform would cost them dearly at the polls. The president did say that there are no preconditions. By that, he meant he hoped and he wouldn't jump up and walk out of the room if either side brought up a particular subject. Now, you know, because you've been in this town a long time and the president has been around this town, I think even longer than he was, certainly knows that when he says something like that, what he can expect is exactly the headlines that he got the next day and The New York Times and The Washington Post and around the rest of the country. And that is that the president has now opened the door to raising taxes. Well, I can see how people would say that. But fundamentally the same the same absence of preconditions existed last year. I think the reason why people think that it's different this year is that the gap that we have to face is bigger. So everybody knows it's going to take a more determined effort and more revenues from somewhere. If I if I ask you a straightforward question to the secretary of the Treasury, in order to narrow that larger gap, do some revenues have to be raised by increasing some taxes of one kind or another? Can you give me a simple answer? But what the president has said, we've got this big gap. We have to attack the problem now. Obviously, there is everything will be on the table. He did say that there were some other characteristics that he thought ought to be part of the discussion. One is that we ought to do it in a way that we continue the growth that we've had in the economy. And we ought to spend some time making sure the American people understand how we spend money in this country. I hate to tell you, it's not very efficient when Alan Simpson comes out of the White House, as he did today, and starts talking about, well, we're not going to raise personal taxes, but we may have to raise some of the sin taxes on alcohol, on cigarets, things like that. Is that indeed what the president was talking about? I'm not asking you to commit to it. In other words, when the president says everything is on the table by everything, I would I would like to include all kinds of tax. Look, anybody can put on the table whatever they want. And I think that's the way a discussion like this ought to be started. But what we've got here is an election in the fall. The president wants to start now so that the discussions do not get completely wound up in the election when people will be out campaigning. And two, the problem is big enough that we should start early on it. Everybody knows something is going to have to be done. And he wanted to start early. All right. Well, I think what we really should interpret is a need the problem, if we can define the problem rather than the posturing around you, try to catch the secretary everywhere in the world to say the word tax. That's a silly political posturing that's been going on up here too long. No one wants to have taxes, but we've worked our way into a situation whereby you can't get out of the problem of taxes, in other words. The Congressional Budget Office says, look, the deficit is running next at 160 billion. You can't do that without taxes. You can't do it in one year. And once you start, the taxes are no reason to come in and a minimal effort when a substantial effort is necessary and otherwise not solve the problem. And that was Congressman Gingrich. You know what I was referring to when I said to Secretary Brady a moment ago that there is that line in the sand that the Republicans have drawn a long time ago, that other party is the party that raises taxes. Republicans don't do that kind of thing. Now, what are the words I'm going to leave you folks. Well, first of all, I think that line in the sand has been pretty effective. Walter Mondale promised to raise taxes in 1984. We haven't done it yet. Michael Dukakis promised to raise taxes in 1988. We haven't done it yet. So from the average taxpayer standpoint, you have the longest economic growth in peacetime history without a tax increase. And that sense, that line is worth where we're at now is very simple. If we want to keep the economy growing and creating jobs and take home pay, and I believe President Bush sees that as his first priority, we have to have some ability to control the deficit. I'm curious if the Democrats are prepared to put everything on the table. Congressman, I guess the question that I'm trying to get to and if we had a longer program, we could discuss just the whole manner of going about running government. I'm going to try and keep your focus, though, on taxes. What's it going to do to to your fellow Republicans come election time when the party, which has made such an issue of not raising taxes under the leadership of the president, who made it his oft repeated campaign pledge not to raise taxes, ends up doing just that? I'm not at all convinced, Ted, we're going to do that. I'm convinced that we are prepared to go into a negotiating session with the Democrats. We're prepared to try to find a way to reach a good agreement. But if we can't reach a good agreement, I think this president will flatly accept the sequester and cut spending across the board rather than give in to the kind of Democratic tax increase that would weaken the economy. I don't want to. I'm not willing to accept the hypothesis you're setting up. Well, let me. Rather than the setting up a hypothesis, just take the the numbers that Senator Hollings used a moment ago. Do you see the same numbers? Do you see the numbers? The same numbers? We'd have higher take home pay that they'd be paying taxes on. So the Senate Democrats, having killed a half million jobs, are now screaming to raise taxes. I want to know, is everything going to be on the table, including control of the executive branch? Because if we can save the money through better management, then I think that significantly reduces the pressure to raise taxes. Senator Hollings, is it is it doable without raising taxes? And indeed, I don't hear the Democrats, at least not not since Sunday, is screaming for taxes. I they're not screaming for taxes. The fact of the matter is, the Republicans have favored this indirect tax and the increase of interest cost that 27 billion this year and next year. We're the $3 trillion, that 10% interest was going to jump another 30 billion. Otherwise, President Bush has supported the increase in Social Security taxes this January. And Senator Moynihan, myself and other Democrats have said, let's quit financing this horrendous spending with the Social Security tax on the working Americans, and we're doing away with that particular tax and being realistic and come in with a real revenue program in order to put us back in the black. You've got to remember, too, President Bush changed signals now from President Reagan. I mean, there's some difference there. I ran into Mike Dukakis this afternoon in the Capitol and we chatted about it. I think no new taxes are still a pretty good basic position for this party to enter any negotiation. Senator Hollings, your thoughts on presidential campaign pledges? Well, I'm my thoughts go right to the president himself. You've got to get into office, I guess, in order to get elected. Make no silly pledges. We found that Landy has become the co songwriter. He's become the co manager. He's become his executive producer and also a background singer on his albums. Wilson said at the press conference that his life and career have never been better. I was kind of confused. I couldn't understand why Stan would want a conservatorship on me and when I was doing so well, you know what I mean? He was me for interrupting. But after a brief statement, Wilson was led from the room by his attorneys, but not before Love's attorney could serve him with papers to appear at a conservatorship hearing in court. Love regained his composure and assessed his cousin, who he had once lived with for four and a half years. Brian Wilson has the look in his face of prisoners of war coming back from Vietnam and hostages. That's what I see in Wilson's face. I lived with them and I saw him when he was healthier. The court date for Wilson's conservatorship hearing is on June 22nd. Now she's being sued by an adjacent condominium association. We talked to Olivia in New York. The suit is without merit. I'm obviously very concerned about the environment. I'm building this house to code. I have all the you know, the permits. But the California Coastal Commission says otherwise. We currently have an active violation on the Olivia Newton-John property. According to the commission, an excavation permit expired last fall and there are charges tons of dirt and sand were illegally stockpiled on the beach. Violations are always something that we take extremely seriously. And in the Malibu area, many of them get a lot of press attention. Some of Olivia Newton-John's neighbors say the work being done here amounts to serious physical damage to the environment. Damage that could take years to repair. I mean, you can see the neighborhood is all been protected. Suddenly, they're allowed to completely decimate the hillside, which they did. Newton-John's husband, Matt Lattanzi, has been supervising construction. He claims that plants will eventually cover all of the exposed concrete. Give me a chance to planted. It's designed to be planted. After it's done, Then tell me that it's not beautiful. Not all of the couple's neighbors are against the construction. I'm looking at this all the time, and I know what Matt has in mind in terms of beautifying the hill. And I think he's doing the right thing.
