Students are boycotting classes all day, says while some of their concerns are being addressed, the students say it's not enough. Workers put in outdoor lights while other workers went ahead with a scheduled project removing asbestos insulation from buildings. Governor Schaefer last night even agreed to meet with angry students. Sure, any time they would come down, they they'd call down to down to the state house and send a group down. Be more than glad to. Still, students say it's not enough when I say to safety, when I say safe, but you say you go. So, in fact, students seemed more determined. Blocking offices and at this time staying out of classes in droves. Now, students want parity in education funding. They say schools like Towson State and UMBC get almost twice as much money. Governor Schaefer says that's not his fault. He's given Morgan State $5 million. Morgan has gotten more money since I've been there in the last four years than had been put in four years previous. The boys allegedly had several tubes filled with baking powder that they claimed was cocaine. A bill that would require warning labels on some music tapes, records and compact discs is scheduled for debate today in Annapolis. The measure would require the labels of lyrics seen advocate harassment, violence or racial or sexual reasons, or even. It was a frantic rescue effort with tragic consequences for one man trapped today in and around Oak County. Three people scrambled for their lives when a ditch collapsed this morning at a construction site. Deborah Stone reports. The accident happened as workers were trying to prevent a cave in. A wall of dirt. A shovel. A medevac helicopter. All three told the story of the tragedy that unfolded at this construction site late this morning. Workers for crib like Retaining Walls, Inc. were trying to shore up this cliff when the dirt gave way onto one of the workers. Glen Andrew Fey started working the digging for the two, put the wall up. And when I was given a parking machine to turn around, when I turned around with the hole, the wall caved in the first time. A number of workers grabbed shovels and tried to dig Faye out, and he was buried from about the waist down. And as they were extricating him, they collapsed again a second time to come down and cover his body completely to workers were pulled out with only minor injuries. A four year old is being blamed for a fire that has left two families homeless tonight. The three alarm blaze swept through a section of the Lake Village townhouse development in seven this morning. By the time firefighters arrived, the fire had spread from the upper floor bedroom of one unit to three other homes. Families lived in two of those townhouses. Everybody got out all right, including the four year old child. The investigators say started the fire. A child was playing with a cigaret lighter, accidentally ignited some bed, clothing or bedding, if you will. And the fire. Proceeded from that point. Tonight, the Red Cross and management of the complex are working to find housing for the two families whose homes were destroyed. The sit in goes on. So I'm going to my classes and I'll support them. As far as sitting in on the forums and speaking to whoever we can to get something done. But the real activity that took place during this third day of the students protest took place behind this door. Student leaders and school administrators had a marathon meeting to try and work out some of the students grievances. Students want a 24 hour security booth in a strategic location for foot patrol officers and additional lighting on campus, among other things. But when the meeting was over, Morgan State University president Dr. Earl Richardson says some of the concerns can be addressed, but some require extra money. That he says the school simply does not have. Things that should have been done maybe 30 years ago, were not done in terms of maintenance and whatnot. The mayor says Superintended Richardson did not go far enough in following up on security problems at four different schools. Schmoke says he believes the schools are generally doing a good job of keeping students safe, but that parents want administrators to respond when there has been a breach of security. That's what what I was was trying to get the superintendent to do is to report to the public on what his investigation showed. The security breaches that we had in four schools also explain what we're doing well in the other schools to put the thing in context, and then that if there is fault to be found, then you should do it and then you discipline those people. Should drivers be allowed to use radar detectors while traveling along Maryland roadways? This afternoon, the legislature address that question in Annapolis. A Senate committee listened to testimony concerning a bill about outlaw radar detectors, making it illegal to have the device in a vehicle regardless of whether it was being used. Supporters and opponents turned out to make their points, including one young boy who's not even old enough to drive just yet. I would like. I think the radar detectors can be a very dangerous thing because it makes people think that they can drive faster and still be able to avoid being caught because they have a device that will tell them when a police officer is about to pull them over. Radar and its operators are subject to mistakes, and motorists should have the right to know when radar is being used in the area. Currently, radar detectors are banned in Washington, D.C., Virginia and Connecticut. But it's the records touting Devil Worship that's got some Marylanders worried the most. While you can debate how much Satanic message albums affect kids, you can't debate their presence. These two, including this one, which features a priest being drowned by a devil figure, were found in the possession of an eighth grader recently. The question here is whether messages like this really hurt anyone. It's a question Maryland lawmakers asked at a hearing this afternoon on the record warnings and a question I asked a group of high school students. Do you take it seriously or does it hit you one way or the other? Not at all. These kids say they aren't hurt. But when I asked if they knew anyone who was, someone quickly came to mind. Well, patience. Patience is a virtue. We have to remember that. So now I'll always have it. But we try. Let's take a look at that weather school question, which we've dug out of the puter, which is the most difficult to predict temperature, wind direction or precipitation or the right weather school question. Well, with matter what? Well, the answer is the right weather is going to. What you think the answer is. Okay. It's temperature, wind direction or precipitation. Wind direction. The answer is precipitation. Oh, right. Once again, thought that was the wrong question. That's correct. You're see systems that move across the country. They do provide us with a reasonably reliable indication of what the wind direction is going to be and how the wind might be determined due to that temperature trend. Also, because precipitation is commonly scattered or isolated, it's rather more difficult to predict in a large scale storm can produce a variety of precipitation amounts one place another. And the timing of when precipitation will begin is also another rather difficult variable to anticipate. Mountains and other factors really play havoc with precipitation. All right. That's the way precipitation moves right along. Let's take a look at what's going on around the old United States. But first, let's take a look at our own region. 47 was our high. That's close to normal. 18 the morning low. And that is way below normal, almost a record in some areas this morning. It's a little warmer out to the west, 54 degrees at Morgantown, West Virginia, 39. The wind off the Atlantic Ocean in Norfolk, Virginia, 41 in Salisbury, only 36 in Dover. Central and eastern Ohio, also across northern Georgia, extreme western portions of North Carolina. This box indicates some severe weather over portions of northeast Missouri, western Illinois, not part of the rest of the country. Not a whole lot of precipitation being experienced at this time. Look at these clouds coming up from the Gulf of Mexico. All that moisture wrapping around the low pressure now that's beginning to fall apart. We had a real strong storm over the Central Rockies. Now, as it moves to the east, most of the energy for the system seems to be breaking down. Temperatures are really warming up here down to our south, although cooler weather went all the way down to central Georgia area today. But it looks like we'll start to get into some really nice mild air over the next 24 to 48 hours. Take a look at the four d clouds today. Early in the morning, sunshine around the region. During the afternoon, the clouds start to roll in across the region. As you can see to the west, a lot of clouds to our west, in fact, over the Great Lakes, quite a bit of cloud cover and precipitation as you saw on our local radar. It looks like we should see some very pleasant temperatures for the latter part of the weekend. We could see 70 degrees by Sunday and even into Monday and Tuesday as this high pressure that gave us all the cold air slides down to the south, it will become a heat pump high, as is typical in the spring and summer. Did somebody throw acid on it? I mean, every time I go to the gas station, I'm quizzed about it. She says the car dealer told her it wasn't a manufacturing defect and the auto armor distributor said it wasn't his problem either. He said that his company lawyers would not allow him to give it to me in writing that he wasn't going to pay the claim and he'd check into it for me and I never heard from him again. For an independent opinion, we went to a man whose business is automotive paint. Marty Hoffmann examined the car, the paint and the warranty and concluded the car manufacturer was not responsible. I am today asking the clubs to open the spring training camps in exchange for a pledge from the Players Association and the players not to strike during the 1990 season. No sooner had Vincent made his proposal, though, that the players union turned it down. It was clear that when they sent the proposal over today, they did not expect us to greet it with anything other than a placement in a file cabinet. And we'll have to see if they believe that it would be helpful to talk. We'll talk. If they believe it won't, then all the history of this negotiation suggests that it won't. It's now fair of the Players Association. If you're wondering why would the players turn down a proposal that would put them into spring training? The reason is, is that the minute that they accept that proposal and thereby accept the provision that prohibits them from striking this year, all of their leverage is gone. And there would be no reason why the owners should come to the negotiating table and negotiate in good faith without the threat of a strike. The players have no leverage whatsoever, and chances are the owners would sit on their hands and this whole situation would be played out again next offseason. Our vice president and general manager, Marcellas Alexander, looks at an alternative to care in public or private hospitals. In this Channel 13 editorial. A kid who is emotionally disturbed has problems enough. But the medical system his parents turn to for help may be making matters worse. A panel of experts says what happens to troubled youngsters in Maryland isn't pretty. Too often, they're carted off to overcrowded, understaffed hospitals. More often than not, that experience does them more harm than good. For many youngsters, inpatient care is unnecessary to begin with. Removing them from home and community further isolates kids who are already withdrawn. Then it sets them up for a second crisis, having to readjust to home after being released. Many suffer the stigma of having been committed. Here's the real sickness in all of this. The research panel says state officials have done very little about hospitals providing substandard care. The report also cites a lack of policy and planning. Some experts say doctors are too quick to refer kids to inpatient care because its most profitable outpatient care is less expensive and often more effective. It's based on a patient's need, not his insurance allowance. Parents should rely on outpatient service first. You'd think the state health officials would be savvy enough to do the same. But they expect to meet only one half the need for outpatient care in 1991. That's inexcusable. This was a WJC TV editorial. Now, the problem is temperatures here are very close to freezing and some of the ground level temperatures are also close. This precip is very light and the air it's moving into is very dry. So I don't think we're going to get a whole lot of activity out of this system. But later on overnight tonight and early tomorrow morning, if we get another one of these little episodes, the air will be a little moister. And there's a possibility that you might see a little bit of freezing rain, sleet for an hour or two in the northern and western suburbs of Baltimore and Washington during the morning hours. And after that, just a few showers expected for tomorrow. So this is not a lot of activity. In fact, I expect a lot of rain tomorrow at all. Fact right now it's less impressive than it was at six. We'll see some showers, but for the most part, lots of clouds, even some breaks expected around the state right now. Most everybody is in the thirties and near 40 or above. Out to the west, originally we had one erroneous report. For some reason, Dover is not 21. Not even the satellite computers sometimes give you wrong data. Southwest winds more 7 to 14 on the Chesapeake Bay. And that's going to bring in some warmer air and moisture.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/77488/file/164415#t=6355.06,6443.56"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/77488/file/164415/transcript/39240/annotation/59","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"There you see the shower activity with our national radar survey, but it's beginning to break up somewhat. As you can see from earlier, it had been a really concentrated mass of right now it's beginning to break up. We'll see some showers drift into the area and maybe an hour or two of a shower and then it breaks up a little bit and then you see a little bit of even a couple of peaks of sun. We'll take a look at the cloud cover and you see how things have been moving along today. All this moisture coming up from the south. But the last couple of images that were reported tonight, you see all the clouds begin to thin out somewhat to our west right over here of West Virginia. And in fact, they are actually showing some clear skies over portions of West Virginia, as you can see. Look at those breaks there out west. There's not a lot of activity with us right now. What's going to happen for a while? It'll clear out in some areas to our west. And then this moisture up over the Great Lakes will slide down to the southeast. Take a look at the four d clouds. See the holes in the 40 out here? That's where the clouds are beginning to break up. They look awfully impressive and they begin to thin out as they head into Maryland and Delaware and Virginia. And there you see the gentle movement to the east, northeast and then down to the south east. Let's take a look at the forecast map for tomorrow. We've got areas of very warm weather sitting at her west. Temperatures in Montana, believe or not. We're in the sixties. Some of that warmer air is pushing in our direction along this one frontal boundary.","format":"text/plain"},"target":"https://marmia.aviaryplatform.com/collections/948/collection_resources/77488/file/164415#t=6444.13,6522.79"},{"id":"https://marmia.aviaryplatform.com/collections/948/collection_resources/77488/file/164415/transcript/39240/annotation/60","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"That's the same storm up over the Great Lakes tomorrow that started out as a real snowstorm in Colorado a few days ago. And, you know, that's what management wanted it to look like. But basically, their proposal was unacceptable and that they put on the table they wanted the players to promise not to strike this year. Well, they can't do that, because then what's to make the owners come back to the bargaining table? They never come back if there was no threat there. We're talking about the baseball lockout. It called for the owners to open up spring training camps immediately, which everybody sort of goes for. But it also called for the players, in turn, to promise not to strike during the upcoming season. Well, the players obviously didn't want to hear about that. The owners said, yeah, the players were not nearly as enthusiastic. Put it another way, what the players said to the owners was, Are you guys nuts? No way on earth the players are going to enter into an agreement that would take away their right to strike, because without that right to strike, they would have zero leverage in any future negotiations. So what you had today out of this whole mess was a day full of posturing, a day, though, virtually void of any real progress in the negotiations. And with each passing day, the odds of opening day going off on time get smaller and smaller. I don't want to say right now that April 2nd is no way, but it's getting close to that. I think the things about these negotiations, they can happen in a hurry. And if they want a deal, it could be done in a matter of an hour if they really wanted one. Okay.
